Elliot Cramer responded to the question from Commissioner Gordon about the letter from Jahn <br />Morris of NCDENR. He said that this letter was faxed at 5:56 the day of the Planning Board meeting, the <br />last possible time any information could have been received. He stated that he thinks the letter was <br />faxed on an urgent request by OWASA. He made reference to his letter to Mr. Sutherland. He said that <br />before the Board approves quarry expansion, it should be clear that it would meet the requirements that <br />Mr. Morris says needs further investigation. He made reference to the table on page 114 and said that it <br />shows, using OWASA's data, that in 2050, with only passive conservation (federally mandated law-flow <br />toilets and showerheads}, the demand for OWASA will be 15.2 million gallons per day. Also, on page <br />118, from OWASA's own report, another graph shows that OWASA currently has a supply of at least 18 <br />million gallons per day without any quarry at all. He believes the environmental impact statement is very <br />important and very much needed. He said that the quarry expansion would not benefit anybody except <br />American Stone. <br />Chair Halkiotis made reference to the size of the blasting charge, condition #23, and asked if the <br />Board had the authority to limit that charge. Geoffrey Gledhill said that the conditions have been <br />designed to protect the health, safety, and welfare of the citizens. He said that the Board would have the <br />ability to limit it to 325 pounds per delay if the evidence as presented indicates that the change in this <br />condition is necessary to protect the health, safety, and welfare of the County's citizens. <br />Commissioner Carey asked for clarification of 325 pounds per delay. Paxton Badham made <br />reference to the map and said that as they move further down into the pit, 325 pounds per delay <br />becomes insignificant. <br />Chair Halkiotis said that he feels that there is an impact for the residents.
