y~~ <br />Council Member Werner said that he felt it was important that <br />there- be a manna-r in which anyone with a proposal could be <br />allowed to submit_ it and be reviewed =and considered by the <br />Council. <br />Council Member Andresen agreed and .said that there needed to be <br />time for public comment to be received on how to use the funds.- <br />Council Member Smith dented that he did not think the -CouACil <br />really wanted to spend the time reviewir-~g the- various praposals <br />and have numerous groups presenting the proposals- to the Council <br />during the Council greetings-. <br />THE SUBSTYTUTE MOTION CARRIED., (6-2)-, WITH C~NCIL MEMBERS <br />GODSCHALR. AND- SMITH VOTING AGAZI~ST_. <br />THE MOTION 71iS SUBSTITUTED, CARRIED, (6-2) , WITH COUNCIL MEMBERS- <br />GODSCHALK AND SMITH-VOTING AGAINST. <br />Manager Taylor asked that the Olympic Festival request update be <br />deferred- to July--~13 ins.tead of -July C~ -so- that all ttie -requests <br />could be discussed at ane time. Ths Council agreed. <br />-Smok-e Detector Ordinance in Older Rental Residential Units <br />COUNCIL MEMBER SNI~IT~i MOVED, SECONDED _BY COUNCIL MEMBER- ~PRESTOI3 TO <br />ADOgT ORDINANCE 87-6-22/O--3i. <br />Council Member Godschalk asked how property owners would be <br />notified. Manager Taylor replied that there would be <br />adverb=s~ements in the local newspapers as well as letters and <br />visits by the Fire Department to those residence. <br />Council Member Werner asked if thisjust applied to aide~r <br />residences. Manager Taylor replied yes, and that since 19'75 the <br />I.C. 3uilding Code had required smoke detectors in new <br />construction. <br />Council Member Preston asked how the law would be enforced. <br />Manager Taylor replied that the Fire Department would inspect the <br />residences and issue any warnings as needed.. <br />THE MOTION PASSED UNANIMOUSLY, (8-Q). <br />The ordinance, as adopted, reads as follows: <br />AN ORDINANCE TO REQUIRE SMOKE DETECTORS IN RENTAL RESIDENTIAL <br />DWELLING UNITS IN TSE TOidN OF ,CHAPEL HILL (87-b-22/O-3) <br />HE IT ORDAINED by the Council of the Town of Chapel Hill as <br />follows: <br />SECTION I <br />2H. <br />Chapter 9 of the Town Code (the Housing Code) is amended by <br />adding a new Section 9-69 to read as follows: <br />
