APPROVED 10/2/2001 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />March 20, 2001 <br />The Orange County Board of Commissioners met in regular session on Tuesday, March 20, <br />2001 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Stephen H. Halkiotis and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Alice M. Gordon and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager <br />Rod Visser and Clerk to the Board Beverly A. Blythe {All other staff members will be identified <br />appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />A resolution was added as item 5e, "Fifteenth Annual CROP Walk." Anew resolution was <br />accepted for item 5c, "Plan and Training Program for Domestic Terrorism Preparedness." Additional <br />information was accepted from County staff for item 9e, "American Stone Company." Anew <br />resolution was accepted for 5a, "Orange Community Housing Corporation (OCHC)/Community Land <br />Trust in Orange County Merger." <br />PUBLIC CHARGE <br />Chair Halkiotis read the public charge. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters not an the Printed Agenda <br />NONE <br />b. Matters on the Printed Agenda {These matters were considered as the Board addressed <br />the items an the agenda below.) <br />Chair Halkiotis reiterated that the public hearing for item 9e, "American Stone Company," is <br />over, except for the receipt by the Board of County Commissioners or the recommendation of the <br />Planning Board together with any written evidence received by the Planning Board prior to the <br />Planning Board meeting, at which the Planning Board made its recommendation to the Board of <br />County Commissioners. The Planning Board recommendation and written evidence received by the <br />Planning Board prior to its meeting on February 7th shall be entered into the record of this meeting. <br />3. BOARD COMMENTS <br />Commissioner Gordan reported that yesterday she went to North Carolina State University as <br />Orange County's representative for the Clean Water program. All of the 32 participants received a <br />plaque. She distributed some air quality index information and key rings. She showed a T-shirt that <br />listed the alternative fuels. She said that in front of the McKimmon Center there were about 20 <br />vehicles, which were using alternative fuels. <br />Commissioner Gordon mentioned that at the Transportation Advisory Committee (TAC) meeting <br />she brought up the topic of installing a traffic signal for the new Cedar Ridge High School and Grady <br />Brown Elementary School. She was given direction that Orange County should send a letter to the <br />Traffic Engineer asking for a study to be done as soon as the school opens and they would use spot <br />safety funds to install the signal. <br />
