5 <br />Development Ordinance (UDO), the Unitarian Universalist Congregation of <br />Hillsborough has submitted a Clasp A Special Use Permit application seeking to <br />develop a Montessori school at their existing church facility located at the intersection <br />ofi Lawrence Road and Old NC 10 (Parcel Identification Number (PIN) 9873-97- <br />2092). <br />The property is approximately 2.8 acres in area, is zoned Rural Residential (R-1 ), <br />and is currently utilized as a church. <br />The applicant is proposing to develop a school for use by congregation members and <br />the general public providing educational services to children ranging from 6 to 12 <br />years of age with a proposed maximum capacity of 12 students. School <br />functions/activities will be held within existing rooms of the church facility. <br />Purpose: T o review the item and receive public comment on the Class A special Use <br />Permit application. <br />3. 2030 Comprehensive Plan Text Amendment <br />In accordance with the provisions of Section 2.3 Comprehensive Plan Amendments <br />of the Unified Development Ordinance, the Planning Director has initiated an <br />amendment to the text of the 2030 Comprehensive Plan. <br />Amendments are proposed to Chapter 5: Land Use Element of the Comprehensive <br />Plan. The purpose of the amendments is to clarify language as it pertains to <br />economic development and mixed uses presently allowed within the existing <br />Commercial-Industrial Transition Activity Node land use category. <br />Purpose: To review the item -and receive citizen comment on the proposed text <br />amendments. <br />4. 2030 Comprehensive Plan Land Use Element Map Amendment <br />In accordance with the provisions of Section 2.3 Comprehensive Plan Amendments <br />of the Unified Development Ordinance, the Planning Director has initiated an <br />amendment to the Land Use Element Map located within Chapter 5: Land Use <br />Element of the Comprehensive Plan. <br />The purpose of the amendment is to implement a recommendation included in the <br />County's adopted Efland-Mebane Small Area Plan, which will prepare area near the <br />Buckhorn Economic Development District (EDD) for public water and sewer <br />infrastructure and economic development. This amendment is consistent with the <br />Water and Sewer Management, Planning and Boundary Agreement. (WASMPBA) <br />The proposed Land Use Element Map amendment is approximately 423-acres. The <br />area bounded by Ben Wilson Rd., Bowman Rd., West Ten Rd., and Interstates 85/40 <br />which is also adjacent to the City of Mebane. <br />From Agricultural Residential to Commercial Industrial Transition Activity Node. <br />Purpose: To review the item and receive citizen comment on the proposed map <br />amendment. <br />
