If'the Credit <br />Union has not started anyconstructionwithm one year, it would: expire, And #hat has to do mainly <br />with our zoning. The actual recommendation by Staff is the Zoning Officer's. recommendation. And <br />we have not found anything in our investigation to indicate that this isnot a reasonable good use in <br />that particular area. And if the County Commissioners and the Planning Board make any <br />recommendation, and could see that the deviations were reasonable, hey could recommend the <br />site plan with a couple of conditions that we felt at the staff level would be an addition far safety <br />purposes. We're staying with the same ones that were on the .previous plan. <br />The access that DOT is saying needs to be eliminated, we're staying with that. We agree with the. <br />DOT since it is their road;. <br />Also, in reference to the .northern driveway, Staff is recommending that it be converted to a right-in- <br />right-out at this time.. DOT's recommendation was to do it at a later-date when the cross-section for <br />Hwy $6 was improved. They'are calling for that to be a 100-foot right-of-way,. 16- and 14-foot travel <br />lanes with sidewalks, and a 25-foot median, which takes you to a 100-foot cross-section. And the <br />Credit Union is saying, when that happens, and where they're thinking roughly 2010, maybe, then <br />that would become aright-in-right-out. So, we're .actually saying maybe it might be best to get used. <br />to that now.. That's one of the staff conditions. <br />There's also, for interconnectivity purposes, along the franc with the undeveloped. area, with the <br />house to thee. south should hat properly develop, to allow-access between. these two tracts, and #hat <br />potentially, if that next tract develops, you could have the Millstone Dtiveway ne up into this side of <br />the road, which would a low properties up here to came out at potential y a lighted intersection for <br />afety purposes.. In no event would we recommend the southern driveway as they propose.. <br />We also have a traffic study that was updated. The Credit Union has a presentation on the traffic <br />patterns. Weihavethe 1997 traffic impact study, and then there was a, one-page update on that <br />that shows the amount of raffic and how much drive-through traffic that they have at certain times <br />of the year. <br />We will; look at the ite plan now. The Credit Union is proposing some underground storage of`their <br />storm water.: As you all know, (here is an over ground storage,-area .next to aakdale Road, that has <br />a chain link fence around :it with a brown tarp. That would stay in place to handle the exs#ing. <br />drainage on the existing site. <br />For the new addition, they are proposing an underground drainage storage tank-that would; <br />discharge at a rate that would' not provide any storm water problems. That would be located roughly <br />underneath [Mr. Davis refers to map]., the parking area,.. next to teller station.:: <br />They had looked into doing underground storage a few .years' back on this but nothing ever came of <br />that. But there were a couple of people that ditl inquire about the potential of doingthat. It would' <br />have required that some of the trees be removed up in the front portion of the site so you would <br />have. to build it at another location. You could not tear this one up until you got the other one in <br />place. So, you would end' up with some trees gone:. So they more or less dropped that. <br />That completes the staff's report.
