~ ~:~ <br />2 <br />Traffic Patterns: <br />bequest is for three access points, two from Old NC86 and one from Oakdale Drive. NCDOT is <br />recommending one access point to Old NC 86. Planning Staff is recommending one right-in / <br />right-out access point to Old NC86. One stub-out will be constructed to the southern property <br />line to provide for interconnectivity. <br />Water-Sewer: <br />Hillsborough water and sewer is located at the site. Lines will be extended to the remote teller <br />office. <br />Agency Comments: <br />Comments attached from Town of Hillsborough, Sheriffs Office, Emergency Management, and <br />NCDOT. <br />Zoning. Consistency: <br />The proposed expansion plan does not meet three of the performance standards of the ED- <br />LNRzoning district. However, the ordinance allows the Board of Commissioners to deviate <br />from these standards through the Planned Development process if it (BOCC) determines that a <br />public benefit or purpose is being met. <br />• The maximum floor area limit in the Linear Office District is 5,000 square feet for each. <br />20,000 square foot zoning lot. <br />- This proposal will be on 3.25 acres or 141,570 square feet.. The total constructed <br />square footage proposed is substantially less than that which would be allowed with. <br />eight separate 20,000 square foot lots [i.e. 40,000 square feet]. This proposal is to <br />expand the existing building to 7,334 square feet total with a new remote teller station <br />of 634 square feet and arelocated -new canopy of 2,000 square feet. The total <br />construction will be 9,968 or less than one-fourth of what would be allowed in the <br />district using minimum sized zoning lots. If the 1.37 acres were subdivided and <br />developed separately as two zoning lots, each lot could allow up to 5,000 square feet <br />each. Additional office space to accommodate walk in traffic is a part of this. proposal., <br />• The Hillsborough Area EDD has a prohibition against drive-through facilities. <br />- The existing facility has four drive-through lanes, including the ATM lane. The request <br />is to relocate these lanes and add- one extra drive through lane. The additional lane <br />has the potential to reduce emissions by shortening the wait time of individuals <br />performing transactions. The Credit Union- is promoting use of on line banking which <br />also may reduce the number of trips. <br />• The maximum building height is 30 feet. <br />- The existing building is 35 feet in height. The additions are less than 30 feet in height. <br />The following conditions were placed on the State Employees Credit Union when the Special <br />Use Permit was originally approved on April 21, 1998. <br />Existing Class A, Special Use Conditions: (Recorded 7-17-98; Book 1763, Page 450) <br />1. Sewer lines shall be installed at the time of site development. <br />2. Parking, landscaping and buffers shall be installed and maintained as shown on the <br />February 6, 1998 site plan. <br />
