10. Monitoring and upgrading of the Temperament Testing Program. This program is still new <br />in shelters and continual monitoring and improvement is necessary to insure that the <br />program is performing its intended function of enabling better decisions on adoptions and <br />euthanasia. <br />11. Continual analysis of the euthanasia protocol and monitoring of staff responsibilities and <br />emotional stress, so the possibility of staff burnout is reduced to as low a level as possible. <br />12. Regular provision to the County task force of information on shelter operations. <br />START DATE AND UPFRONT MONEY <br />START DATE <br />There are two major issues that need to be resolved: <br />1. Will the County be able to purchase or lease from the APS all of the existing equipment, <br />supplies, vehicles, etc. currently at the OCAS? If this is the case, HSOC could be prepared to <br />take over on December 1, 2003 (or any date thereafter). If all equipment needs to be <br />purchased, there is a delay in obtaining the equipment and this would necessitate delaying <br />take-over until approximately January 1, 2004. <br />2. The Shelter Veterinarian needs to be hired immediately, to utilize their drug license to <br />obtain controlled substances (euthanasia solution, tranquillizers, medicine, etc.). The issue of <br />whether the County does this, or the HSOC, needs to be agreed upon immediately. <br />UPFRONT MONEY <br />HSOC would require the following: <br />Upon Agreement. The interim cost for hiring the Director, obtaining all licenses, hiring staff <br />and obtaining all necessary equipment, insurances, etc. to be ready to go on the specified <br />date. <br />Cost.......... $10, 000. <br />2. Two months County payment, in advance by start-up date. This will allow the HSOC to <br />purchase needed supplies, equipment and drugs in bulk to cover the six month operation. <br />This will save money and have all needed supplies ready to go at start date. This will also <br />give HSOC needed money to cover advanced payroll deposits. <br />Cost......... $84,732. <br />TOTAL UPFRONT AND START-UP MONEY ............$94,732 <br />36 <br />
