OPTIONS AVAILABLE <br />1. If a complete re-stocking is needed to replace all items owned by the APS: <br />a. The proposed start-up costs represent the costs associated with having to <br />purchase everything to get the shelter up and running. <br />b. In many cases, suppliers of equipment, medicines and other supplies offer the <br />lowest price to non-profit organizations. In these cases, the County would pay <br />significantly more than anon-profit. <br />c. Anon-profit does not have to go through the bidding process to get the lowest and <br />best price. The interim director has purchased for the OC Animal Shelter and <br />knows many of the suppliers who will give the best prices and best quality for a <br />given price. <br />d. Research about and comparisons on supplies and prices are necessary; the <br />Director will perform these duties full-time. <br />e. All start-up costs will be funded by Orange County and HSOC will sign an <br />agreement that all equipment funded during start-up and afterward will remain as <br />property of Orange County. <br />TOTAL COST.......$ 136,398 (including equipment, vehicles, interim transition, everything) <br />2. If an agreement can be reached with APS: <br />a. The County would negotiate a total package price to take over ownership of all <br />equipment, furnishings, supplies and vehicles now at the animal shelter. <br />b. The County would pay start-up salary and associated expenses of $10,000 during <br />the transitional period. The Director will obtain all licenses, interview and hire <br />employees (Associate Director, Veterinarian for the shelter, etc.), set up all accounts <br />and research cost analysis on medical insurance, worker's comp and other <br />employee benefits. The goal will be to obtain the best service possible for the <br />money involved. The Director will also coordinate all aspects of the transition from <br />County approval to actual takeover of the shelter operation. <br />c. All start-up costs will be funded by Orange County and HSOC will sign an <br />agreement that all equipment funded during start-up and afterward will remain as <br />property of Orange County. <br />TOTAL COST...........$10,000 for interim transition, plus negotiated settlement with <br />APS. <br />34 <br />
