4. SCOPE OF WORK <br />a. Staffing and Supervision of the Shelter <br />The staffing of a shelter operation is always limited due to financial constraints, so it is imperative <br />that management efficiently utilize all the tools and knowledge available to: <br />1. Train staff so that every member of the operation has full knowledge to do the work <br />required. <br />2. Provide the necessary tools to allow the staff to work efficiently and to the highest level. <br />3. Provide positive support and build a team atmosphere where every member of the staff <br />feels appreciated and is considered an integral part of the overall operation. <br />4. Instill accountability on a daily basis in each and every staff member; so that they realize <br />that they will be accountable for their work product and that management is there to insure <br />that all jobs are done in a timely and superior manner. <br />5. Provide clear and reasonable job titles and responsibilities in oral and written form, so that <br />everyone knows clearly what is expected of them. <br />6. Utilize volunteers to augment the paid staff. All of the above 1-5 steps are just as important <br />in the approach to volunteers. They must feel useful, wanted and part of a clear vision for <br />operation of the animal shelter. <br />Staffing Schedule: <br />An animal shelter is a 7-day-a- week operation. The animals must be fed, cleaned, medicated, <br />evaluated, vaccinated, and cared for every day. Staff must deal with adoptions, euthanasia, <br />fostering, cleaning of the facility, customer relations, etc. on a regular basis. On the day the <br />shelter is closed to the general public (Wednesday), staff members takes on larger scale projects <br />that can't be completed when the shelter is open to the public. Extended staff training takes place <br />on this day, as do staff meetings and other administrative functions. A sample cleaning schedule <br />is attached below. <br />Under the HSOC proposal, the Orange County Animal Shelter (OCAS) would offer current Shelter <br />employees the opportunity to stay with the new administration, with the exception of management- <br />level individuals. Since the current Shelter problems appear clearly to be management-related, <br />the management-level people are encouraged to submit resumes and be interviewed for possible <br />positions. Other staff members would be interviewed to determine their qualifications and <br />personal interests in the Shelter to determine where they might be best placed. It is possible that <br />additional responsibilities and changes implemented might temporarily result in some turnover of <br />personnel. <br />HSOC will appoint Dean Edwards immediately to fill the position of interim Director. He will work <br />closely with the HSOC Board of Directors to insure that the highest ethical and professional <br />practices are in place at the Orange County Animal Shelter. It will be necessary to employ the <br />new Director immediately to facilitate the transition smoothly and effortlessly. His resume is in a <br />preceding section. <br />17 <br />
