To Whom It May Concern: <br />I have been on the faculty of Duke University School of law for 33 years. I teach Animal Law, <br />among other courses. I am the author of Reppy, A New Specialty: Animal Law, N.C. State Bar <br />Journal, spring 2002, p. 12. I am a member of the North Carolina General Statutes Commission, <br />which has two on-going dockets concerning animal laws. I have known Dean Edwards for <br />approximately three years. Most recently I have worked with him on the Legislative Committee of <br />the North Carolina Task Force Against Animal Fighting, which he chairs. Among other topics, this <br />Committee worked on needed revisions in North Carolina animal cruelty laws. <br />During this study I was particularly impressed with Dean's thorough understanding of these <br />statutes and of legal concepts such as mens rea that supplement them. Such analytical skills <br />with respect to technical statutes are seldom encountered in persons who have not studied <br />law. His background and knowledge of leading shelter practices and his experience in this field <br />makes him a leading candidate for Executive Director. I think highly of Dean and believe he'd do <br />well in a leadership position that draws on skills similar to those involved in analyzing technical <br />statutes.
