HUMANE SOCIETY OF ORANGE COUNTY (HSOC) <br />115 Tremont Circle <br />Chapel Hill, NC 27516 <br />Contact: Dean Edwards 245-3287 <br />ORANGE COUNTY ANIMAL SHELTER PROJECT PROPOSAL <br />HSOC Can Provide Orange County the "Gift of Time" <br />This proposal describes a transitional process for the Orange County Animal Shelter (OCAS), <br />assuming termination of the contract with the Animal Protection Society of Orange County, Inc. <br />(APS). <br />The Humane Society of Orange County (hereafter referred to as HSOC) can step in immediately <br />with experienced management to ensure reestablishment of the high standards the Shelter has <br />enjoyed in the past -- solid record-keeping, a clean facility, and awell-trained staff eager to serve <br />animals in need as well as citizens of this county. Interim management by the HSOC would <br />provide much-needed time for the Orange County Commissioners to make a recommendation <br />about whether the County should permanently contract with such a nonprofit agency or assume <br />control of the Shelter. HSOC's goal is to ensure that the shelter is in safe hands during the period <br />of time required to appoint an Orange County Animal Shelter Task Force to review shelter <br />protocol, shelter programs, and HSUS recommendations and to gather information for an <br />overview of the new animal shelter. The suggested period of operation under HSOC is from the <br />present to June 30, 2004, when the OCAS should be stabilized and in fit condition for the County <br />to make a decision. <br />Animal Control Task Force durin the Interim Contract <br />A County-appointed Animal Shelter Task Force could be put in place to review the following: <br />public concerns and suggestions, overall Shelter Operations (including the Employment and <br />Procedures Manuals), building maintenance and needs, and HSUS recommendations. The task <br />force could develop a timeline and overview of the needs for the new shelter. By April 30, 2004, <br />the Task Force should make a recommendation about whether it would be best to continue <br />management with HSOC or another nonprofit agency, or whether the County should step in and <br />take direct control of the Shelter. If the decision were for the County to take control, all equipment, <br />staff, and operations would be in place in turn-key order. <br />What the Interim Contract would rp ovide <br />HSOC will provide immediate, experienced, proven management of Shelter operations, training of <br />staff members, accurate record keeping and regular reports of operations. We will restore the <br />Shelter's role as a good public service organization. <br />
