He said that committing to the pre-planning phase was not a <br />commitment to a multi million-dollar school. This step does not preclude him from supporting this to <br />move the process along. The site is not perfect, but it does not mean that it is not suitable for a <br />school. <br />Commissioner Jacobs agreed with moving forward but agreed also that other information is <br />needed. He feels that the inflation factor needs to be reconsidered and the amount of contingency <br />needs to be reviewed by the subcommittee. Commissioner Carey said that the subcommittee is <br />discussing both of these items. Cammissianer Jacobs said that he agrees that the County should not <br />be releasing information on future school sites before they are purchased for that use. <br />Commissioner Gordon clarified that the decision today would mean that the Board has <br />approved the Meadowmont site and the funds for planning but not the funds for the school. She feels <br />that, using the present standards, the cost of the facility can be estimated by subtracting out the cost <br />of the property since we did not have to purchase the property and the infrastructure. She thinks that <br />there should be an estimation of the cost. Also, she agrees that there should not be a change in the <br />capacity unless the school system works with the County. She thinks that this is not an ideal site but <br />is not sure what the Board can recommend at this time if this site is not approved. She agrees with <br />moving forward. She would like to see some type of plan and a collaborative process where the <br />County Commissioners are involved. <br />Commissioner Carey said that the Board has talked about and the schools have agreed that <br />there should not be a change in the capacity of a school without talking with the County <br />Commissioners. The change in class size needs to be jointly discussed. <br />Commissioner Jacobs said that we should not forget the Schools Adequate Public Facilities <br />Ordinance. <br />Chair Halkiotis distributed some handouts and asked that the Clerk prepare notebooks about <br />the school construction standard issues. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to approve <br />the expenditure of $132,184 in concept/pre-planning phase funds for Elementary School #9; adopt the <br />attached CHCCS Elementary School #9 Capital Project Ordinance; and appoint one Cammissianer to <br />serve as the Board of County Commissioners liaison with the Chapel Hill-Carrboro Board of Education <br />for the Elementary School #9 project. <br />VOTE: UNANIMOUS <br />Commissioner Jacobs suggested that a Commissioner be appointed to serve in the capacity <br />related to the policy on planning and funding school capital projects. This appointment will be made <br />in January. <br />D. Review of All ,(or Selected Proposed Goals for FY 2001-02 <br />(by and Large, these are updates to previously adopted goals) <br />Commissioner Gordon made reference to the timing of adopting the goals and suggested that <br />the Board adopt the goals no later than March 2001 because the goals and objectives are supposed <br />to inform the budget process. <br />Affordable Housing <br />The Board is waiting on a report from the affordable housing task force. Commissioner <br />Jacobs feels that a goal should be formulated to provide all residents with indoor plumbing. <br />The staff will address as a component how to deal with the fact that land may not perk, people <br />may not be able to afford indoor plumbing, haw to deal with non-owner occupied housing or people <br />who do not want indoor plumbing, etc. <br />
