Chair Halkiotis said that there is a perception issue that we have moved away from low- pressure pipe (LPP} systems and are moving toward ultra-shallow systems. He said that the perception was that maybe we were facilitating the work of some of the people that wanted to put homes in areas that, perhaps beforehand, would not be permitted.
