18 <br />ORANGE COUNTY <br />ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT <br />MEMORANDUM <br />TO: Carla Bateman <br />From: Rich Shaw <br />Date: June 30, 2003 <br />Re: Proposed Mill Creek II Subdivision (Section 2) <br />Thank you the opportunity to review and comment on the proposed subdivision <br />referenced above. My comments are generally intended to a) address any concerns <br />that ERCD may have with respect to potential impacts on important natural and <br />cultural resources, and b) identify any areas that could be desirable for possible <br />dedication to the County for public recreation/open space pursuant to current <br />subdivision regulations. <br />The preliminary plat for Mill Creek II (Section 2) shows that over 38 acres (39%) are <br />to be set aside. as permanent open space and deeded to a homeowners' association. <br />The open space is associated with the unnamed stream that flows through a <br />southeastern portion stream of the property. From the 1998 orthophoto it appears <br />that the stream corridor is comprised of mixed hardwoods and scattered pine, while <br />most of the areas to be developed are dominated by younger pine. The photo also ~ ~; <br />shows atwo-acre pond, which is not identified on the preliminary plat. ~ <br />From a natural resource protection standpoint, the proposed subdivision provides <br />more than the required amount of open space and protects about 3,000 feet of <br />perennial stream corridor within the Back Creek water supply watershed. <br />In conclusion, the plan appears consistent with the County's desire to minimize <br />adverse environmental impacts with respect to the .protection of floodplains, <br />wetlands, natural areas and wildlife habitat.
