Attachment 2 <br />QUESTION /COMMENT AND RESPONSE <br />Buckhorn EDD Proposed Amendments to Permitted Use Table <br />(Presented at August 25, 2003 Quarterly Public Hearing) <br />Question: Why motor vehicle maintenance and repair proposed to be deleted? <br />Response: Entire use is not proposed for elimination, just the paint and body <br />work component <br />Comment: Concerns with adding schools to primary EDD; compatibility issues. <br />Response: <br />• Schools need to be where there is water and sewer to support them <br />(reference to rural schools traditionally served with well, septic and /or sand <br />filters and ultimate failure of such systems). <br />• As with the Hillsborough Area EDD, there is an opportunity here to refine the <br />Buckhorn EDD so that adjacent uses are compatible. <br />• An assessment of EDD uses in this area is needed as elapsed time since <br />implementation is approaching 10 years and there has been no activity. <br />• Example given of newest charter school in Orange County being located in <br />the Meadowlands. <br />Comment: Air quality concerns related to proximity of Interstate corridor. <br />Response: <br />• Prevailing winds from southwest, thus helping to keep pollutants associated <br />with Interstate away from this portion of EDD. <br />• Weigh station contributes to air pollution in area due to stop- and -go nature of <br />heavy truck traffic; new scanning technology will ultimately do away with need <br />for trucks to stop resulting in improved air quality. <br />• Air quality likely to be more of an issue in summer (ozone alert days) when <br />school is out; fairly good mixing of air layers in fall, winter, and spring. <br />Comment: Golf driving and practice ranges consume considerable acreage. <br />Response: <br />• Acreage requirements are high, but use requires few buildings and little in <br />way of supporting infrastructure; "re- development" of property to more <br />intense, permanent use is not that difficult. <br />• Fills a recreational need until such time as more desirable employment <br />generating use is put on property. <br />GAComprehensive Planning Div \GENE\2003 BOCC Agendas \Oct 1\Buckhom EDD Use Table\Buckhom EDD Comment & <br />Response.doc <br />6 <br />
