Robert Davis said those were put in a <br />371 table to help understand the breakdown in the categories and not the ordinance for consideration <br />372 <br />373 Craig Benedict stated the standards of evaluation are the same. In the rural areas, all these <br />374 standards will apply. <br />375 <br />376 b.1. Buckhorn EDD Proposed Amendments to Permitted Use Table <br />377 Craig Benedict stated the Planning Board heard this in August at the Public Hearing. The <br />378 Commissioners heard this at a work session on August 19, 2003 as a preview so when they went <br />379 into the Public Hearing meeting they were able to make comments. <br />380 <br />381 Ted Triebel asked about the word "urbanization" and why it was attached to Hillsborough and <br />382 Buckhorn but not to Chapel Hill. <br />383 <br />384 Craig Benedict answered by using an attached map and stated that growth boundaries already <br />385 have been agreed to around Chapel.Hill and Carrboro. He and discussed the attachment entitled <br />386 "Proposed Amendments to Permitted Use Table for I- 85Buckhorn Road EDD. He stated three <br />387 uses were suggested to be eliminated. 1) Motor freight terminals were a permitted use by right. <br />388 2) Storage and distribution of petroleum products. 3) Motor vehicle maintenance and repair shop <br />389 (body shop). <br />390 <br />391 Craufurd Goodwin asked about putting a school in an industrial development. He asked if this <br />392 was to get water and sewer there. <br />393 <br />394 Craig Benedict answered that it may prompt water and sewer to be brought to the area in a faster <br />395 time frame, which would support other economic development efforts. <br />396 <br />397 Renee Price asked if this was actually trying to change the original intent of the Economic <br />398 Development District. Was it to scale down to being more residential friendly? <br />399 <br />400 Craig Benedict answered that it was not intended for any residential use now. In the 2 other <br />401 development districts there was a primary and secondary areas but this Economic Development <br />402 District was the only one that did not have secondary. <br />403 <br />404 Jay Bryan asked about the uses that were eliminated. <br />405 <br />406 Craig Benedict repeated the eliminated parts. 1) Motor freight terminals were a permitted use by <br />407 right. 2) Storage and distribution of petroleum products. 3) Motor vehicle maintenance and <br />408 repair shop (body shop). Staff should make a note consistent with the statement of <br />409 Commissioner Brown about not just the vehicle repair but painting and body shop exclusions. <br />410 Vehicle repair would be a Class A special use. <br />411 <br />412 MOTION was made by Craufurd Goodwin to approve the changes and seconded by Jay Bryan. <br />7 <br />
