Sheriff Department <br />3. The Sheriff's Department recently received notification of a North Carolina <br />Governor's Highway Safety Program grant award. This grant will enable the department to <br />concentrate efforts on reducing vehicular accidents through increased traffic patrols on rural <br />roads throughout the County. The Sheriff has created the Rural Area Traffic Team (RATT) <br />consisting of four deputies. Grant funds from the State totaling $88,268 will enable the <br />department to equip current vehicles with traffic enforcement equipment such as in -car <br />cameras, radar, and breath testing devices for the detection of those driving while impaired. <br />A speed - monitoring trailer will be purchased to monitor and record speeds of vehicles in <br />strategic locations, such as school zones. Personnel costs of the deputies will serve as the <br />County's match for this grant. This budget amendment provides for the receipt of these <br />grant funds. (See attachment 1, column #3) <br />Emergency Management <br />4. The Emergency Management Department has received notification from the North Carolina <br />Department of Crime Control and Public Safety of an additional program performance grant <br />award in the amount of $21,390. These grant funds will be used to assist in the cost of <br />developing and maintaining the department's comprehensive Emergency Management <br />Program, and more specifically, to assist with coordination and planning of Homeland <br />Security activities. This budget amendment provides for the receipt of these grant funds. <br />(See attachment 1, column #4) <br />Department of Social Services <br />5. The Department of Social Services recently received a reimbursement related to a Medicaid <br />overpayment case in the amount of $8,212. Orange County's share is equivalent to the <br />County's Medicaid match of 5.66 percent of the total or $465. The County will forward the <br />remaining $7,747 to the State as reimbursement of its share of the settlement. This budget <br />amendment provides for the receipt of the settlement funds and allows for reimbursement to <br />the State for its respective share of the settlement. (See attachment 1, column #5) <br />Orange Public Transportation (OPT) <br />6. At its August 19, 2003 meeting, the Board of County Commissioners approved a contract <br />with Wilbur Smith Associates (WSA) to update the County's Community Transportation <br />Improvement Plan (CTIP) at a total costs of $25,992. The majority of the study is funded <br />through Federal Transportation Administration funds ($20,792) and from North Carolina <br />Department of Transportation funds ($2,600). The 10% required local match ($2,600) is <br />included in the Orange Public Transportation budget for FY 2003 -04. This budget <br />amendment provides for the receipt of $23,392 in federal and state funds. (See attachment <br />1, column #6) <br />Purchasing /Central Services <br />7. The Purchasing /Central Services Department has received notification from the North <br />Carolina Association of County Commissioners (NCACC) of a Risk Management award in <br />the amount of $5,000 to be used for County risk management initiatives. This budget <br />amendment provides for the receipt of these funds. (See attachment 1, column #7) <br />
