Crime prevention techniques <br />will teach effective personal and property security including a community watch component. <br />The Orange County CERT training cadre will be composed of representatives from <br />volunteer fire departments, the Orange County Fire Marshal's division, the Orange County <br />Special Operations division, Orange County Emergency Management, Orange County Public <br />Health, Chapel Hill Fire Department, Carrboro Fire Department, the Orange County Emergency <br />Medical Services division, the Orange County Technical Rescue Team, Chapel Hill Police <br />Department, Carrboro Police Department, Hillsborough Police Department, Orange County <br />Sheriff's Department, University of North Carolina at Chapel Hill Police Department, and <br />Orange County Animal Response Team (OCART). <br />The lesson plans that will be used will be based upon the standard Federal Emergency <br />Management Agency CERT training materials and tailored to the county's needs. The planning <br />team will tailor the curriculum to Orange County's needs by creating new training modules such <br />as a law enforcement driven community/personal safety section, and an animal care and <br />management section. <br />Training methodology will be on a three-tier approach. Orange County Emergency <br />Management will host aTrain-the-Trainer seminar for existing public safety instructors to <br />comprise the first tier. This first tier will train the second tier composed of volunteers from <br />interested public safety agencies. It is this second tier that will provide the training to the citizens <br />who constitute the third tier. It is hoped that this last tier will informally train other members of <br />their community and their family, so that the information passes to everyone in the county. <br />Targeted audiences will include homeowners associations, service organizations, existing <br />5 <br />
