STATE OF NORTH CAROLINA COUNTY OF WAKE MEMORANDUM OF UNDERSTANDING THIS MEMORANDUM OF UNDERSTANDING (MOU) is entered into by and between the I3 State of North Carolina, Department of Crime Control and Public Safety, Division of Emergency Management (hereinafter NCEM), Subgrantor, and Orange County Emergency Management, Subgrantee. WHEREAS, the Community Emergency Response Team (CERT) program provides a structured opportunity for citizens to augment local emergency response activities. Trained teams can help in saving lives and protecting property when communities' professional response resources aze insufficient or depleted; and WHEREAS, NCEM is the designated agency for the disbursement of CERT grant funds for developing, training, equipping and maintaining local Community Emergency Response Teams. NOW, THEREFORE, in consideration of the following covenants between the parties, NCEM shall provide Ten Thousand Dollars ($10,000) to Orange County Emergency Management. The payment shall be made in a timely manner after receipt of the executed MOU and letter requesting payment. For and in consideration of this payment, the subgrantee agrees: To develop, train, equip and maintain the number of CERT teams and/or citizens as indicated in the grant proposal submitted (NCEM). 2. To conduct training in accordance with the curriculum developed and disseminated by the Federal Emergency Management Agency. Training other than the 21-hour CERT curriculum will not be advertised as the FEMA CERT course. 3. To spend or commit to be spent the aforesaid funds on or before December 31, 2003, in accordance with guidelines contained in NCEM's "Request for Grant Proposals" and this Memorandum of Understanding.
