To me it's much more important that we get — <br />36 contain the growth of bad lighting in Orange County. Time will take care of itself. You know that <br />37 the International Dark Skies made a huge effort in Manhattan, which most people would think is <br />38 an impossible task and they didn't even do it by retrofitting. But what happens is that in <br />39 Manhattan because of the aggressive retailing environment, facades are redone; often, store <br />40 windows are redesigned; store fronts are redesigned, and every time it is renovated, it has to <br />41 conform. Within ten years they did an unbelievable job of reducing vertical light pollution out of <br />42 Manhattan. Of course, the problem is everything around Manhattan is still non - conforming. That <br />43 was the reason I said that. Not that it would not be ideal to do that but, my personal feeling is <br />44 that it is very important to get this on the books and functional, and protect us from what could <br />45 happen in a rapid developing period without any ordinance." <br />46 <br />47 Moses Carey.
