24 <br />APPROVED 4115/2003 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />ORANGE COUNTY PLANNING BOARD <br />JOINT PUBLIC HEARING AGENDA <br />February 24, 2003 <br />The Orange County Board of Commissioners and the Orange County Planning Board met in <br />joint session for a public hearing on Monday, February 24, 2003 at 7:30 p.m. in the F. Gordon . <br />Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret W. Brown, Moses Carey, Jr., <br />Alice M. Gordon, Stephen H. Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below) <br />PLANNING BOARD MEMBERS PRESENT: Chair Nicole Gooding -Ray and members Jay <br />Bryan, Barry Katz, Craufurd Goodwin, Ted Triebel, Rachel Preston, Howard McAdams, Maria <br />Tadd, and Renee Price <br />PLANNING BOARD MEMBERS ABSENT: Vice -Chair Hunter Schofield <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />A. OPENING REMARKS FROM THE CHAIR <br />Chair Brown said that some items that were supposed to be addressed at the meeting last <br />week (February 170') would be delayed. Item 9 -a regarding the school systems merger will be <br />delayed until March 5"'. Also, items 5 -a and 6 -a will be addressed March 5"'. The closed <br />session will also be addressed on March 5"'. <br />B. PUBLIC CHARGE - <br />The Chair dispensed with the reading of the public charge. <br />C. PUBLIC HEARING ITEMS <br />Planning Board Chair Nicole Gooding -Ray chaired these items. <br />1. Orange County Zoning Ordinance Text Amendments <br />Verbatim Minutes from audiotape of the Text Amendment regarding Outdoor Lighting. <br />Nicole Gooding -Ray, Chair, Orange County Planning Board: <br />"The first item on the agenda is an Orange County Zoning Ordinance Text Amendment <br />regarding Outdoor Lighting and we are going to hear a presentation from staff." <br />
