c. Community Health Center Week <br />The Board considered proclaiming the week of August 20-26 as Community Health <br />Center Week. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />approve and authorize the Chair to sign the proclamation as stated below: <br />ORANGE COUNTY <br />COMMUNITY HEALTH CENTER WEEK <br />AUGUST 20-26, 2000 <br />WHEREAS, There is a significant number of residents and citizens in Orange County who are <br />currently medically underserved for a number of reasons, the most prominent of which include <br />geographical isolation, financial and/or language barriers, and an insufficient number of health <br />providers willing to serve them without regard to ability to pay; and, <br />WHEREAS, The Piedmont Health Services, Inc. is a private, nonprofit corporation that provide high <br />quality comprehensive health care to medically underserved people in Orange and other counties; <br />and, <br />WHEREAS, The Carrboro Health Center and Piedmont Women's Health Center serve many Orange <br />County residents and have made great strides in the Orange County health care system specifically <br />by maintaining a high standard of accountability, demonstrating cast effectiveness, empowering our <br />community to develop programs to its specific needs, enhancing opportunities for children and <br />families, and providing health care services in accessible low-cost culturally sensitive environments; <br />and, <br />WHEREAS, The Carrboro Health Center and the Piedmont Women's Health Center have also made <br />a significant difference in the health care system by improving access to quality care provided by <br />trained professionals for the underserved by promoting individual responsibility and health <br />awareness in the community, and offering primary preventive care of the highest quality to reduce <br />preventable deaths, costly disabilities, and communicable diseases; and, <br />WHEREAS, Community Health Centers such as the Carrboro Health Center and the Piedmont <br />Women's Health Center promote 100% access and zero health disparities to help achieve primary <br />health care for everyone and end disparities; <br />NOW, THEREFORE, THE ORANGE COUNTY BOARD OF COMMISSIONERS do hereby proclaim <br />the week of August 20 through 26, 2000 as "COMMUNITY HEALTH CENTER WEEK" and urge our <br />citizens to recognize the important contributions of the Carrboro Health Center and the Piedmont <br />Women's Health Center to the improvement of the general quality of life of the residents of Orange <br />County. <br />VOTE: UNANIMOUS <br />d. U.S. Conservation and Reinvestment Act tCARA) <br />The Board considered a resolution asking North Carolina's two senators to support the <br />Conservation and Reinvestment Act currently under consideration in the U.S. Senate. <br />Commissioner Jacobs said that he asked to put this item on the agenda because Orange <br />County has learned to appreciate the benefits of having funding available to it and other <br />organizations in North Carolina to do same of the creative protection of natural resources. There is <br />legislation that has already passed the House of Representatives that is now in the U. S. Senate and <br />neither one of our Senators has declared support far it. He thought it would be a worthwhile position <br />for the Board to request that the U. S. Senators support this. There is money that is already coming <br />to the United States government from off-shore oil leasing rights that has not been appropriated for <br />
