Chair Carey verified that the Board was not being asked to fund the project tonight but <br />was being asked for a level of interest on the part of the County Commissioners in funding a project of <br />this kind. <br />Commissioner Jacobs would like to see mare of an effort on EmPOWERment, Inc.'s part <br />to talk to BB&T and Carrboro. <br />Chair Carey would like to see a formal approach to Carrboro. <br />Mark Chilton said that he had a good conversation with Robert Dowling about the fairness <br />issue. He said that there might be some opportunities for same of the other affordable housing agencies <br />in the County to participate in this project. He said that he would make a formal request of Carrboro. He <br />will bring back some different County funding scenarios and will also talk some mare with BB&T. <br />Commissioner Halkiotis noted that of all the proposals brought before the County <br />Commissioners he does not ever remember the rent being this law ($465/month}. He does not ever <br />remember this many homes that could be added to the affordable housing market at one time. He said <br />that if the Board was getting hung upon fairness, then they are going to be missing out on this <br />opportunity and others in the future. <br />Commissioner Brown supports taking existing housing and trying to keep it affordable. <br />She would like to see how this project could work. She is concerned that the houses that would remain <br />as rentals would not have the current low rent of $465/month. <br />Chair Carey asked that the County Commissioners write their questions down and give <br />them to the Manager to share with EmPOWERment, Inc. over the next few days. The Board will wait to <br />hear from EmPOWERment, Inc. between now and August 15t" <br />There was afive-minute break at this point. <br />c. Proposed Quarterly Public Hearing Legal Advertisement -August 28, 2000 <br />Planner Robert Davis summarized the items for the quarterly public hearing scheduled for <br />August 28, 2000. These are listed in the agenda abstract that is incorporated herein by reference. He <br />answered several questions from the County Commissioners. <br />Commissioner Jacobs asked that the item far the Upper Ena be removed and that the staff is <br />requested to bring back on August 15t" a plan for the public outreach effort for Board input and approval. <br />Planner Gene Bell said that when the Planning Board meets on July 12t" for a long range planning <br />meeting, they will convene at 5:30 to discuss the Upper Ena area and will invite anyone who is interested <br />to attend this meeting. <br />Commissioner Halkiatis feels that the item on the Upper Eno needs to have a tremendous <br />educational process. <br />The Board agreed to remove this item from the public hearing and to ask the staff to bring <br />back a more defined public outreach plan on August 15t" <br />Commissioner Brown feels that meetings need to be held in the community where citizens <br />live. She and Commissioner Jacobs will work with the Planning staff to coordinate this effort. <br />Commissioner Gordon made reference to the Upper Eno Watershed Density Amendments <br />and suggested that the Planning Department look at the outreach program that former Planner Mary <br />Willis initiated a few years ago. <br />Commissioner Gordon said that it would be important to circulate the legal notice among the <br />County Commissioners and be sure that the Chair signs off on it, especially item 'C', Amendment to the <br />Orange County Educational Facilities Impact Fee Ordinance. <br />Commissioner Brown made reference to Shaping Orange County's Future and the provisional <br />report and asked how this fit into the process. She assumed it was the final report that would be heard. <br />Environmental Resource Conservation Director David Stancil said that the provisional report was the <br />report that the task force presented last month. The word 'provisional' is used because the last step in <br />the process is a final report after the public hearings and the Assembly of Governments meeting. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br />approve the items for the August 28, 2000 Quarterly Public Hearing with the removal of the first item, <br />Upper Eno Watershed Density Amendments.
