ORANGE COUNTY/TOWN OF HILLSBOROUGH <br />COURTESY REVIEW REPORT <br />PROJECT: CORBINTON COMMONS <br />A. GENERAL INFORMATION <br />1) Jurisdiction Hillsborough ETJ <br />2) Annexation <br />Applicant has indicated their desire to be annexed into the Town <br />Proposed: <br />limits and Hillsborough staff is currently preparing a financial <br />analysis of the proposal. <br />3) Applicant <br />EYC Investments, LLC <br />4) Description of <br />Rezoning /Special Use Permit request from EYC Companies to rezone <br />Proposal <br />40.13 acres on south side US 70E from R -20 to Mixed Residential <br />Special Use. District requires submittal of development plan along with <br />this rezoning. Proposed plan shows 70 detached single family lots, 3§ <br />townhomes, 144 limited care apartment units, a 72 bed assisted care <br />facility and related service and recreation buildings. <br />5) Location Southeast corner of Corbin Street and US Hwy 70 <br />6) Current Zoning R -20 7) Proposed Zoning Mixed Residential Special Use <br />8) Total Acreage 40.13 acres <br />B. APPROVAL PROCESS <br />1) Approval By Hillsborough Town Board with recommendation from Town Planning <br />Board <br />2) Summary of Public Hearings are held to discuss the merits of the application and, <br />Process before the Board votes to approve, deny or approve with conditions, <br />public comments are heard. <br />C. TRANSPORTATION ISSUES <br />1) Access There will be two entrances from Hwy 70 into the project. Applicant is <br />required to construct right and left turn lanes for both entrances. Traffic <br />lights are not being required. <br />2) Connectivity Issues Access to site is from Hwy 70, with stub -out to Corbin Street. <br />Ideally, this stub -out would be constructed to allow connectivity <br />with Corbin Street without requiring all traffic to be routed onto US <br />Hwy 70. <br />3) Pedestrian /Bike Pedestrian paths are located throughout the proposal, primarily at the <br />Improvements perimeter of the site. <br />4) Traffic Impact Study None Proposed. A traffic impact study should be conducted. <br />5) Public Transportation Applicant proposes to use their own transportation for this <br />Opportunities development in lieu of public transportation. Provisions should be <br />made for residents to have access to public transportation. <br />
