2 <br />The suggested process for this park is somewhat different than for previous park design <br />efforts. The process outlined (attached) is more time - compressed and would rely on <br />community meetings and a design charette to create a park master plan. No master plan <br />committee would be created. Community residents would instead be invited to participate in <br />the community meetings and charette. This is expected to yield a shorter project timeframe. <br />The attached process notes the need for special attention to ensure that the park plan is <br />compatible with planned upgrades to the NHSC, sharing infrastructure and facilities wherever <br />possible. Commissioners Brown and Halkiotis have been previously identified as the <br />Commissioners to work on this project. <br />While there is a draft preliminary concept plan, it has not been formally approved by the <br />Board. The draft (also attached) would need to be approved by the Board as the operating <br />framework for the design process. <br />The process proposes an initial community meeting in August, with a design charette in <br />September and a final master plan tentatively by November. <br />FINANCIAL IMPACT: Funding for this project was included in the 2001 Parks and Open <br />Space bond in the amount of $1,200,000. The current CIP allocates these funds in the <br />following manner: $200,000 in the current fiscal year (FY 02 -03), and $500,000 each in FY <br />2003 -04 and 2004 -05. It is anticipated that this schedule of funding will be consistent with <br />planned park design and construction timetable (attached). <br />Costs for preparing the master plan are expected to be less than $8,000, and the actual <br />design would be created in house by the Open Space Design Specialist. Some expedited <br />activity at this park site (nature trail) may be possible, as outlined in the Interim Facilities <br />Report previously shared with the Board. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1. Discuss and approve the proposed design process for the park as identified in the <br />attached document with any revisions as needed, and <br />2. Adopt the draft Preliminary Concept Plan as a guiding document, with any needed <br />revisions <br />
