2 <br />The Northern Human Services Center is the only county building located in the <br />Cedar Grove Township and is an integral resource for the community. It is a vital <br />link to the citizens residing in this area. Citizens receive a variety of services <br />throughout the week and use the facility to host community and /or family <br />gatherings during the evenings and on weekends. <br />At present, there are five agency occupants at the Northern Human Services <br />Center (NHSC). These agencies include: Orange County Recreation and Parks <br />Department, Joint Orange- Chatham Community Action (JOCCA), Cedar Grove <br />Day Care Center, Head Start, and the Northern Family Resource Center <br />(operated by Chapel Hill Training- Outreach Project). The Department on Aging/ <br />Orange Public Transportation also provides services to center participants. <br />An overview of current program operations, proposed program service <br />expansions, facility issues and proposed enhancements, and a list of options to <br />pursue are provided in this report for BOCC consideration. <br />Current Program Operations <br />Orange County leases space to the non - profit agencies providing services at the <br />Northern Human Services Center. Space is leased at minimal or no charge to <br />the occupants. A map outlining the existing space allocations is included as <br />Attachment L <br />Orange County Recreation and Parks Department — provides a variety of <br />recreational programs throughout the year. These programs include Youth Girls <br />Softball, Youth Soccer, Youth Basketball, Youth Wrestling, Youth Connections, <br />and Summer Camp Activities. A detailed description of program activities is <br />provided as Attachment II. <br />Joint Orange- Chatham Community Action (JOCCA) — provides year -round <br />services for senior citizens. The agency operates daily, with a daily attendance <br />averaging 35 clients. The seniors are primarily involved in various types of <br />craftwork and receive catered lunches daily. <br />The Cedar Grove Day Care Center has been operational since September <br />1981. The purpose of the Center is to provide a high quality educational program <br />in a day care setting to families in the Northern Orange Community. With an AA <br />license, the Center meets and exceeds the programmatic standards set by the <br />state. The Center collaborates with three agencies to assist families with <br />affordable day care. These agencies, Child Care Services Association, Orange <br />County Department of Social Services, and Chapel Hill Outreach Early Head <br />Start Program provide subsidy dollars to help families who cannot afford the full <br />price of day care.
