Northern Human Services Center Task Force <br />Future Use Plan <br />Report to the Board of County Commissioners <br />June 2001 <br />Charge <br />In November 1999, the Orange County Board of Commissioners created the <br />Northern Human Services Center Task Force. The charge of the task force is to <br />identify the needs and develop a long -range plan for the Northern Human <br />Services Center and the adjacent property owned by the County. <br />Long -Range Plan <br />The long -range plan for the Northern Human Services Center shall include, but <br />not be limited to, the following: <br />1. Review past Capital Investments Plans and reports requesting improvements <br />for the Northern Human Services Center. <br />2. Identify the specific needs of agencies occupying the building. <br />3. Prioritize the CIP needs for the building and adjacent property. <br />4. Assess the current and potential uses of the building to determine the <br />possible impacts of those uses on the existing waste treatment system. <br />5. Evaluate the location of the park and ride lot and possible impacts on client <br />parking for the building and future park. <br />6. Review the status of all easements on the property. <br />7. Review recreational programs at the Center to ensure the future park design <br />will include existing programs and possibly expand active and low- impact <br />recreational activities for the area. <br />Background <br />Since 1999, the task force chaired by Commissioners Stephen Halkiotis and <br />Margaret Brown, and staff has met to assess the facility, adjacent property and <br />available programming. Because many of the discussions to date have focused <br />on possible land acquisitions, citizens from the community have not been <br />involved in this phase of the planning process. <br />
