As proposed in the report, staff recommends that <br />steps be taken to kickoff the Northern Human Services Center Park (formerly termed the <br />Cedar Grove Park) master plan process. <br />As noted in the January 27 report memorandum, there are several reasons why staff feels <br />that this park design can move forward at this time: <br />1. The County already holds a total of 48 acres at the site, including the Northern Human <br />Services Center (NHSC). This includes an existing ballfield and playground, with some <br />existing parking. An additional 12 acres is located across NC 86. <br />2. A draft Preliminary Concept Plan was developed as part of the NHSC report in 2001 <br />3. Conversations have been held with community interest groups that approached the board <br />in June 2002 about expediting this park plan <br />4. Plans for upgrading the NHSC are currently being developed and can work in concert with <br />the park concept plan <br />5. Funding for the park is included in the CIP this fiscal year and FY 2003 -04. <br />For these reasons, staff suggests that the Board consider and adopt a proposed process for <br />the park design. <br />
