This program responds to a goal initiated by the BOCC "to provide <br />recreation and educational programs for youth ages 13 -19 years of age ". <br />BACKGROUND: In January 2003, a group comprised of representatives from Orange County <br />government, Triangle United Way, the Town of Chapel Hill, the Town of Carrboro, and the <br />school systems convened as the Youth Services Issues Group to discuss building an inventory <br />of youth needs, issues and opportunities in the County. Discussions also focused on identifying <br />partners in sharing resources, delivering services, coordinating funding and evaluating <br />outcomes. After several meetings, the group identified the following focus areas for exploration: <br />1. Leadership Development (how youth can learn to do it for themselves; empowerment) <br />2. Development of an interactive web site (This site would "speak" to a general audience as <br />well as teens. It would host the vast array of services, activities, programs, and <br />opportunities available to youth ideally through both public and private sectors). <br />3. Training: Diversity, Dismantling Oppression (targeted to the adults /teachers) <br />4. A space /place for youth to "hang out" (unstructured /structured activities) <br />5. Transportation (helping to connect young people with social and recreational activities) <br />
