13 <br />DOA-733 <br />(Rev. 1/O1) <br />Home and Community Care Block Grant for Older Adults <br />County Funding Plan <br />Methodology to Address Service Needs ofLow-Income Minority Elderly <br />(Older Americans Act, Section 306(a)(5)(A)(ii) <br />Community Service Provider: Orange County Department on Aging <br />County: Orange July 1, 2003 through June 30, 2004 <br />The Older Americans Act requires that the service provider attempt to provide services to <br />low-income minority individuals in accordance to their need for aging services. The <br />community service provider shall specify how the service needs oflow-income minority <br />elderly and rural elderly will be met through the services identified on the Provider <br />Services Summary (DOA-732). This narrative shall address outreach and service <br />delivery methodologies that will ensure that this target population is adequately served <br />and conform with specific objectives established by the Area Agency on Aging, for <br />providing services to low income minority individuals. Additional pages maybe used as <br />necessary. <br />The Orange County Department on Aging, while providing services to any County <br />resident sixty years and older, makes special efforts to reach those individuals who are <br />low-income minority and rural elderly. The Department accomplishes this through the <br />following methods: <br />• Coordinate services through the four JOCCA-operated senior meal sites, providing <br />facility space and access services in these locations. Fixed transportation routes are <br />operated for those who reside outside the municipal bus service area. The <br />Information Specialist makes monthly visits to each of the meal sites to remind <br />participants of the services available and assist individuals in accessing resources to <br />meet their needs. <br />• Provide low and no-cost programs and activities at each of the three senior centers, <br />with scholarships available for those activities that have a fee attached. These <br />offerings are advertised in the free departmental bi-monthly publication, the Senior <br />Times. The Senior Times is distributed at the centers and inserted in the Satuday <br />edition of the Chapel Hill Herald with a distribution of approximately 25,000 <br />households in Orange County. <br />• Work closely with the Department of Social Services to assure that in-home and <br />institutional respite care services are targeted to those low-income individuals who <br />could benefit. <br />• Make presentations to church groups in rural Orange County to inform residents of <br />services for seniors and to promote volunteerism through the Friend-to-Friend <br />Program. <br />
