BACKGROUND: The State Department of Human Resources established the Home and Community Care Block Grant in July 1, 1992. The grant did not create new funding streams, but combined funds appropriated to the Department on Aging, Department of Social Services, and Joint Orange Chatham Community Action Agency, (JOCCA) to administer programs for low-income minority elderly and rural elderly. The Block Grant requires the Board of Commissioners to approve the recommended funding plan. The recommended funding for FY 2003-2004 is $429,772. This amount represents an increase of $3,743 over the 2002-2003 Block Grant amount of $426,029. The Home and Community Care Technical Advisory Committee composed of representative from DSS, JOCCA, the DOA, and the County Manager's Office met and reviewed the plan on April 8, 2003, and supported the continuation of current outreach and services delivery. The Advisory Board on Aging also reviewed the committee's plan on May 9, 2003 and recommended approval. The recommended Funding Plan is attached. FINANCIAL IMPACT: The Home and Community Care Block Grant for FY 2003 - 2004 provides for a total of $429,772 to support aging services in Orange County. RECOMMENDATION(S): The Manager recommends that the Board approve the 2003-2004 Home and Community Care Block Grant Funding Plan and authorize the Chair to sign grant documents.
