The grant did not create new funding streams, <br />but combined funds appropriated to the Department on Aging, Department of Social Services, <br />and Joint Orange Chatham Community Action Agency, (JOCCA) to administer programs for <br />low-income minority elderly and rural elderly. <br />The Block Grant requires the Board of Commissioners to approve the recommended funding <br />plan. The recommended funding for FY 2003-2004 is $429,772. This amount represents an <br />increase of $3,743 over the 2002-2003 Block Grant amount of $426,029. The Home and <br />Community Care Technical Advisory Committee composed of representative from DSS, <br />JOCCA, the DOA, and the County Manager's Office met and reviewed the plan on April 8, <br />2003, and supported the continuation of current outreach and services delivery. The Advisory <br />Board on Aging also reviewed the committee's plan on May 9, 2003 and recommended <br />approval. The recommended Funding Plan is attached. <br />FINANCIAL IMPACT: The Home and Community Care Block Grant for FY 2003 - 2004 <br />provides for a total of $429,772 to support aging services in Orange County. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the 2003-2004 <br />Home and Community Care Block Grant Funding Plan and authorize the Chair to sign grant <br />documents. <br />
