Sheila M. White, Alice Woodbury, and Anilizabeth Fearringtan were appointed to the Nursing <br />Home Community Advisory Committee for the term ending April 17, 2001; Margaret F. Hudson and <br />Aurora Hoobler for the term ending January 19, 2003; and Patricia S. Earnhardt for the term <br />ending March 3, 2003. <br />Ann Laeb was appointed to the Visitors Bureau -Chapel HilllOrange County for the term <br />ending December 31, 2002; Frances Dancy for the term ending December 31, 2001; and Robert <br />Rudolph for the term ending December 31, 2000. <br />VOTE: UNANIMOUS <br />d. Property Tax Refunds <br />The Board considered seven requests for property tax refunds. <br />Commissioner Jacobs asked why the Property Tax Commission reduced Wal-Mart's <br />taxes. Tax Assessor John Smith said that Wal-Mart had an appraisal on that property and an <br />adjustment was made based an the new appraisal. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />approve seven requests for property tax refunds in accordance with the resolution that is <br />incorporated herein by reference. <br />VOTE: UNANIMOUS <br />e. Property Value Changes <br />The Board considered property value changes for 1999 after the 1999 Board of <br />Equalization and Review had adjourned. <br />Commissioner Gordon asked how the assessed value for Scotland Estates was <br />reduced to $342,180. She would like to know how the values are determined. Tax Assessor John <br />Smith said that any adjustment that is made for incompletion automatically comes off at the end of <br />the year. He said that effective January 1, 2001 all of the adjustments will come off. <br />Commissioner Gordan verified that there was a system in place to check for when the <br />subdivision was completed. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br />approve the property value changes for Scotland Estates in accordance with the resolution that is <br />incorporated herein by reference. <br />VOTE: UNANIMOUS <br />h. Revisions to the Voluntary Farmland Preservation Praaram 1VFPP1 Ordinance <br />The Board considered revisions to the Voluntary Farmland Preservation Program <br />(VFPP) Ordinance. <br />Commissioner Gordan said that on page three it indicates that there will be seven at- <br />large members and seven members from agricultural districts. She asked if mast of these districts <br />had only one representative who qualified. Dave Stancil said that each district had at least one <br />who would be qualified. He said that there was a statutory requirement that each district must <br />have a seat. <br />Commissioner Gordon made reference to page four and the tenure for the members. <br />She asked if this was saying that the County's policy on term limits does not apply here. Dave <br />Stancil said that the term limits would not apply here if there was only one person in the district <br />who was qualified to serve. <br />Commissioner Brown clarified that in an agricultural district, if there were only one farm <br />owner in the district then that person would serve on a continuous basis. However, if there were <br />more than one, the County Commissioners would make the appointment. <br />A motion was made by Commissioner Brown, seconded by Commissioner Jacobs to <br />approve revisions to the Voluntary Farmland Preservation Program Ordinance. <br />VOTE: UNANIMOUS <br />L Purchase of Laptop Computers <br />The Board considered purchasing three laptop computers at a cost of $2,802 each. <br />
