Eight of the positions are designated "At-Large," and one is a BOCC Liaison <br />position. Currently one "At-Large" position is vacant. <br />According to state statute, one-third or as close to one-third as possible of the positions should be <br />offered to the administration of the Adult Care Homes of the County, which has traditionally been <br />done. Also, it is required that the Adult Care Home Community Advisory Committee have at least one <br />member who is a person involved in the area of mental retardation. <br />In an official meeting, on April 16, 2003, the Adult Care Home Community Advisory Committee <br />approved a request for the County Commissioners to create four additional positions on the <br />Committee per N.C. General Statute 131 D-31 (b) (2) (see attached) and to recommend Ms. Beth <br />Ellen Barba, of 6421 Sykes Glen Trail, (Bingham Township), Mebane, N.C. for appointment to the <br />vacant At-Large position. <br />The reasons for the request to expand the membership are: <br />1. The needs are greater than ever; there are many critical issues in the facilities that additional <br />members could help the Committee work on. For example, a) most of the Adult Care facilities would <br />benefit from additional volunteers to meet a range of unmet needs (e.g., social and advocacy); b) two <br />family care homes closed in the past year and other smaller homes are vulnerable and face <br />challenges for which the Committee may be able to provide additional support and assistance. <br />
