years. It was noted, however, that County acquisitions would be exempt from this requirement. <br />Further, there was a request that project initiation be clearly defined in the policy. The Advisory <br />Board recommends that the term project initiation be defined as the acquisition of a building <br />permit. <br />2. Pre-Development Due Diligence (50 points total) <br />The following wording changes have been made based on BOCC recommendations from the <br />work session held March 25: <br />B. Utilities: "Is the property within a current water and sewer service area? <br />Is the property within the current water and sewer ~la~y service area? (Are <br />public water and sewer services permissible and available?) What is the estimated <br />cost of providing the utilities? What are the possible funding sources? If public and <br />water services are not available, <br />., <br />has the County Department of Health conducted a soil and site evaluation at the <br />property for on-site septic services? What was the result of the evaluation and was <br />the project approved for development by the Department of Health? If the property <br />is a platted lot, has a well improvement permit been obtained?- (15 points total) <br />C. Site Conditions: "What are the open-space requirements and the topographic, <br />geologic, soil, wetlands,. and/or other special features or conditions that a#est <br />circumscribe the development of this parcel? What is the likely impact of such features <br />and conditions on the ability to develop the site?" Based on these conditions or <br />constraints, is this an appropriate site for development? <br />A complete copy of the County Affordable Housing Bond Policy with the Land Banking Policy <br />incorporated (blacklined) is attached for reference. <br />FINANCIAL IMPACT: The approved Land Banking Policy will govern the allocation of <br />approximately $260,000 of the $1.3 million housing bond dollars available this year. <br />RECOMMENDATION(S): The Manager recommends that the Board consider approval of the <br />proposed Land Banking Policy for incorporation into the County Affordable Housing Bond <br />Policy. <br />
