22 <br />Attachment <br />substance abuse disorders and has medical training to interpret and evaluate an <br />individual's confirmed positive test result together with his or her medical history and <br />any other relevant biomedical information. <br />On -Call: Time when an employee is required to leave a telephone number where he or <br />she can be reached or to carry a pager and is subject to being called back to work, but <br />may come and go freely. <br />Refusal to Submit to Testin_g: - Refusal to submit to testing occurs when the individual <br />being tested: <br />• Fails to provide adequate breath for testing without a valid medical explanation after <br />he or she has received notice of the requirement for breath testing; or <br />• Fails to provide adequate urine for controlled substances testing without valid <br />medical explanation after he or she has received notice of the requirement for <br />testing; 1 or <br />• Engages in conduct which clearly obstructs the testing process such as tampering, <br />adulterating or substituting a specimen, leaving the scene of an accident <br />without a valid reason before the tests have been conducted, failing to sign <br />required testing forms, leaving the test site prior to test completion, failing to <br />permit an observed or monitored collection when required, failing to take a <br />second test when required, failing to undergo a medical examination when <br />required or failing to cooperate with any part of the testing process; or <br />• Refuses to submit to the drug or alcohol test and or fails to report to the testing site. <br />Revenue Service Vehicle: A vehicle used to transport passengers as part of a <br />revenue - producing service. <br />Return to Duty Agreement: A written agreement required as a condition of <br />continued employment for an employee who has a positive drug or alcohol test <br />result prior to return to work, if he or she is not dismissed from Orange County <br />employment. <br />Substance Abuse Professional. A licensed or certified physician, psychologist, social <br />worker, employee assistance professional or addiction counselor certified by the <br />Nation Association of Alcoholism and Drug Abuse Counselors Certification <br />Commission or by the International Certification Reciprocity Consortium on <br />Alcohol and other Drug Abuse. The Substance Abuse professional also must <br />- -- <br />have- with- _ _ _ and- clinical_- experience _in. _ the _diagnosis __and_ treatment_ of <br />alcohol and drug - related disorders. <br />
