The amount of the application is <br />$165,221. <br />BACKGROUND: In 1995, Orange and Chatham Counties formed a multi - county partnership to <br />address criminal justice needs in the 15 -B judicial district. Since that time, Orange County has <br />served as the fiscal agent for CJPP operations. Due to state budget constraints, the allocation <br />from the NC Department of Corrections ( NCDOC) has been reduced for the past two years by <br />approximately 25% to the current level of $123,916. However, recent communication from the <br />NCDOC indicates that program funding is anticipated to be restored to its previous level of <br />$165,221 (a 9% reduction from the original grant award amount). <br />The purpose of this grant is to operate programs, identified by the Orange- Chatham Justice <br />Partnership (OCJP), which address adult offenders sentenced to intermediate sanctions. The <br />OCJP currently supports the pre -trial release program, which is administered through <br />contractual arrangements with Orange- Chatham Alternative Sentencing. This program <br />addresses jail overcrowding by moving inmate - related data expeditiously through the criminal <br />justice system for eligible clients. In addition, the OCJP supports a continuum of treatment <br />services for this population, which is provided through contractual arrangements with OPC <br />Mental Health. <br />FINANCIAL IMPACT: Funds from the grant enable Orange and Chatham Counties to provide <br />program services such as substance abuse treatment and pre -trial release services. <br />Historically, Orange County has contributed $3,000 annually to the pre -trial release program <br />and $12,500 for administrative support to the Partnership. Staff anticipates that the Manager's <br />Recommended 2003 -04 fiscal year budget would include the continued appropriation of these <br />local dollars. <br />
