Affordable Housina <br />Commissioner Brown feels that now is a great opportunity to develop along-range <br />affordable housing plan. She said that she asked Housing and Community Development <br />Director Tara Fikes to develop a draft plan. She made reference to the proposed affordable <br />housing summit scheduled for March 15tH <br />Commissioner Halkiotis said that the issue of repayment of appreciated value has not <br />been addressed sufficiently. <br />Commissioner Jacobs would like to have an advisory board that includes <br />representatives from the various stakeholders including the elderly and handicapped. <br />Commissioner Brown suggested appointing the advisory board after the summit. <br />Commissioner Brown and Commissioner Jacobs will meet as an ad hoc committee to <br />finalize the proposed affordable housing summit and came up with a framework for <br />consideration of the applications which were tabled with the idea that the framework would be <br />developed to identify the information the Board needs from the applicant. <br />John Link said that he would be meeting soon with Geoffrey Gledhill and Tara Fikes to <br />develop a clear rationale for the equity of the subsidy repayment. <br />Commissioner Gordon feels that the Board should solve the problem of how to ensure <br />long-term affordability before the applications are considered. <br />The Board decided to adopt along-term housing affordability policy before considering <br />any other projects. <br />Commissioner Jacobs asked that the Communication goal and the charge to the Solid <br />Waste Advisory Board be on one of the next two meeting agendas. He is also concerned about <br />an outreach plan for the Comprehensive Land Use Plan. <br />5. WaterlSewer Boundary Task Force <br />Chair Carey and Commissioner Gordon reviewed the Water and Sewer Boundary <br />Agreement and identified the major outstanding issues. Chair Carey and Commissioner Gordon <br />did not have an opportunity to meet with the Hillsborough Town Board. <br />Chair Carey said that no decisions would be made until the Hillsborough Town Board <br />and OWASA considered this agreement. <br />Commissioner Gordon said that her initial position was to support the original <br />agreement. She suggested that the Board review the document and come up with something <br />that the Commissioners could support. <br />The County Commissioners decided to go through the document and discuss the parts <br />that have been changed. <br />Commissioner Brown asked why Chapel Hill and Carrboro were deleted from the bottom <br />of page eight regarding the adherence to boundaries. <br />Commissioner Jacobs said that the Board prefers that any extension of lines or service <br />into Chatham County should have the approval of Orange County, Chatham County, and <br />OWASA. He said that he would be willing to settle for Orange County, Chatham County, <br />OWASA, and the appropriate jurisdiction on that side of the line. <br />Commissioner Gordon made reference to the bottom of page 13 where the statement, <br />"or serve another essential public facility" was added. She said that the issue was the <br />perception of what might lead to sprawl. <br />Chair Carey said that a lot of time was spent an this issue and it had to do mainly with <br />the placement of schools. <br />Commissioner Jacobs clarified that it was not that the lines were going to be extended to <br />serve a public facility, it was whether the line that was extended to address an adverse public <br />health condition would be sized so as to prohibit even a public facility from having access to it. <br />He said that the next item, E, was saying that the Board's preference was to have these <br />facilities sited where public facilities were readily available. <br />
