The resolution <br />directed the Manager to "develop a solid waste facilities master plan that would integrate aesthetics <br />as a design priority, consistent with the high standards of the Eubanks Road community." <br />Staff presented the Solid Waste Facilities Master Plan at the Board's work session on solid waste <br />matters on October 1, 2001. A portion of that presentation included a review of a quality planted <br />buffer to be developed along Eubanks Road, in accordance with a landscape plan prepared by Mr. <br />Charles Burger, ASLA. The plan was also presented to the Rogers Road community at a <br />neighborhood meeting that year. <br />Now that the County has acquired the property for the new C &D landfill, staff is ready to proceed with <br />a bid award for the buffer landscaping plan. The project will consist of providing and planting 216 <br />trees and shrubs (including hollies, junipers, dogwoods, pines, magnolias, and laurels) as well as <br />spreading mulch (provided by the County) over the planting beds. A bid package was developed that <br />included detailed plans and specifications created by Charles Burger. Bids were solicited from six <br />vendors on Orange County Bid Number 1303. Four companies responded with bids. Pursuant to the <br />attached bid tabulation, GTW Landscaping of Rougemont, North Carolina submitted the lowest <br />responsible bid that was responsive at a cost of $25,260, which includes a one -year warranty. <br />
