plans to cover such topics as how and who to contact in matters associated with an actual or <br />suspected biological attack or an unusual outbreak of disease and steps that can be taken to <br />prepare for a biological attack. This budget amendment provides for the receipt of these funds. <br />(See Attachment 1, column #7). <br />Cooperative Extension <br />8. Cooperative Extension has received a $1,000 grant from the North Carolina Division of Public <br />Health. Through .the grant, Orange County would partner with Wake County to offer a new <br />program, Eat Smart, Move More. The purpose goal of the project is to assist youth and their <br />families develop good nutrition and physical activity as lifelong behaviors. The funds would <br />offset the cost of promotional materials project. This budget amendment provides for the receipt <br />of the funds (See Attachment 1, column #8) <br />Housing and Community Development <br />9. On December 10, 2002, the Board of County Commissioners approved a $250,000 funding <br />request from Habitat for Humanity of Orange County. Habitat plans to use these funds to offset <br />costs associated with purchasing a 16-acre parcel of land on Sunrise Road in Chapel Hill for the <br />future development of affordable housing. The purchase price of the land totals $400,000. The <br />chart below outlines the funding sources that Habitat has obtained to fund the purchase: <br />Orange County $250,000 <br />Town of Chapel Hill $50,000 <br />Habitat for Humanity $100,000 <br />Total $400,000 <br />Orange County's contribution towards the purchase price is comprised of the following sources: <br />Community Development <br />Program Income $126,432 <br />County Housing Loan Trust <br />Fund $123,568 <br />Total $250,000 <br />This budget amendment appropriates $250,000 from the above-mentioned sources for the <br />County's contribution towards purchase of the property. (See Attachment 2, Affordable Housing <br />Capital Project Ordinance) <br />Bond and Alternative Financing Capital Project Ordinances <br />10.On September 3, 2002, the Board approved a schedule for issuing 2001 voter approved bonds <br />and alternative financing for County and School capital projects. Attachment 3 of this abstract <br />outlines specific projects that were approved by the Board for issuance this fiscal year. In <br />accordance with the approved schedule, the County issued $3.475 million in private placement <br />debt in December 2002. Accordingly, by the end of March 2003, a total of $19.175 million in <br />2001 voter approved bonds will be issued. <br />
