7 <br />E. How does your program demonstrate innovation at the <br />community, county, or regional level? Include information on the <br />integration of the program with existing services, partnering <br />organizations, and community support in planning and <br />implementation. <br />The collaboration between two school systems and the local health department to combine efforts to implement this program is <br />challenging due to different policies and programs within the two separate school systems. The health department as the lead <br />agency allows for these differences to be accommodated and for the program to operate from neutral ground. <br />We also hope to combine tobacco prevention with drug prevention. Our YRBS data shows we have as many students smoking <br />marijuana as tobacco In our county so we are planning strategies that will not only address tobacco use prevention, but smoking of <br />all substances in order to protect the lungs of young people. <br />Our component that will address teen mothers partners with the Adolescent Parenting Program and is unique. Because most of our <br />teen mothers do not currently smoke,.we are developing a program to target the smoking grandparents with a second -hand smoke <br />campaign that wit train the teen moms how to advocate for the health of their babies. <br />II. Program Description <br />A. Background of applying organizations. <br />1. Mission Statement of lead applicant. <br />The Mission of the Orange County Health Department is to enhance the quality of life, promote health, and preserve the <br />environment for all people in the Orange County community. <br />2. Describe current programs and accomplishments of lead <br />applicant. <br />The OCHD offers a variety of public health services to all residents of Orange County. Services Include surveillance activities such <br />as verifying birth and death registrations, maintaining a communicable disease surveillance system, a systematic community <br />assessment process; environmental health service's such as food, lodging, and institutional inspections, and enforcement of <br />wastewater and well construction and sNing standards; animal control services such as rabies investigation and protection, animal <br />protection, and nuisance abatement clinical services such as dental services for children and adults, women's health, adolescent <br />health, and immunization services; community -based services such as family home visiting, injury prevention education, health and <br />nutrition education, and school health. Annually, the department provides more than 10,000 clinic encounters, about 600 children <br />have regular home visits, and more than 4,000 adults and children receive dental clinical services. Health education staff reach out <br />to more than 2,000 residents each year, and environmental health protects the entire population through its inspection program with <br />more than 250 restaurants. Animal control staff respond to over 5,000 calls from the public on various matters. <br />Page 5 <br />
