6 <br />I. Executive Summary <br />A. Overview of the lead applicant organization. <br />The lead applicant for this project is the Orange County Health Department The OCHD has been serving the Orange County <br />community by providing clinical services, health promotion and education, dental health, envirorvnental health and animal control for <br />more than 25 years. Through our broad array of services we provide public health to residents in two medical clinics, two dental <br />clinics and in the field. OCHD has a staff of 95 and operates from 4 separate locations throughout the county. The programs of the <br />OCHD serve nearly 22,000 clients and residents per year. <br />The health promotion and education division in particular is involved in bringing prevention programs to the community through <br />schools, community groups, health fairs and other settings. <br />B. Amount of request: $85,851.00 <br />C. Concise description of the need for the program and how the <br />target population will benefit from the services. <br />The OCS system is just beginning to work towards a 100% tobacco -free policy. By becoming 100% tobacco -free the students in <br />the OCS system will no longer be exposed to adults who smoke either on campus or at school events. In a 2001 YRBS of the two <br />school systems, between-3-12% of middle school students had smoked in the last 30 days and 20-25% of high school students had <br />smoked in the last 30 days. This project would work to decrease the numbers of students beginning to smoke in High School. <br />Between 10-17% of the students who smoked had tried to quit in the past 12 months. The proposed program would provide <br />assistance in tobacco cessation for these students and also for teachers who would like to quit smoking. <br />The rates of smoking in the two districts differs with fewer in CHCCS than In OCS. <br />D. List objectives and measurable outcomes for the program for <br />which funding is requested. <br />The following objectives will be achieved by December 20DS <br />1. Increase the proportion of middle school students that have never used tobacco or marijuana. <br />2. Increase the proportion of high school students that have never used tobacco or marijuana. <br />3. Decrease the number of middle school students who use tobacco and marluana. <br />4. Decrease the number of high school students who use tobacco and marijuana. <br />5. Decrease the number or teen mothers who smoke and whose children are exposed to ETS. <br />6. Advocate for Orange County schools to became 100% tobacco -free for all students, staff, and visitors of all school property at <br />al times and at school events by Dec 2003. <br />Page 4 <br />
