Whereas, the Orange County Manager has recommended that Ms. Jo Ann Roberson be appointed to <br />complete Ms. Rolfe's current two-year term as Orange County Tax Collector, effective January 4, 2000, <br />based on Ms. Roberson's extensive qualifications for that office in terms of training and experience; and <br />Whereas, Ms. Roberson has indicated her strong desire to be appointed to that office as indicated; <br />Now, Therefore, be it resolved that the Orange County Board of Commissioners, as provided for under <br />Chapter 105-349 of the North Carolina General Statutes, does hereby appoint Jo Ann Roberson as <br />Orange County Tax Collector, effective for the period January 4, 2000 through June 30, 2001; and <br />Be it further resolved that Ms. Roberson shall be compensated by an annual salary associated with <br />Grade 76, Step 2D of the Orange County Salary Schedule, which is currently $47,520; further, that Ms. <br />Roberson shall be entitled to all other pay and benefits as are made available to other permanent County <br />employees under the provisions of the Orange County Personnel Ordinance. <br />VOTE: UNANIMOUS <br />S. SPECIAL PRESENTATIONS - NONE <br />7. PUBLIC HEARINGS <br />a. Public Hearing and Resolution to apply for and enter into an Agreement with the N.C. <br />Department of Transportation for Community Transportation Program (CTP) Funds <br />The Board received citizen comments on an application for Community Transportation <br />Program funding with the N.C Department of Transportation, authorized the annual resolution to apply, <br />and approved submission of the application. <br />Department on Aging Director Jerry Passmore said that the annual application involves <br />continuous support for the administrative operations for the transportation program and capital assistance <br />to replace the vehicles that are part of the program. The total amount requested is $477,053. The capital <br />funds will cover $323,543, and there is a local 10% match for those state and federal funds. The <br />administrative funds are $153,510, and there is a 15% match requirement. He said that the Community <br />Transportation Program provides assistance to coordinate existing human service transportation <br />programs in Orange County that involve a minimum of 14 different organizations that the County is <br />involved with on a regular basis and to provide general public transportation funds. The money provided <br />for capital assistance is to replace six vehicles as follows: one 23-passenger lift equipped minibus, one <br />14-passenger lift equipped van, one 14-passenger standard van, and three 32-passenger school buses. <br />The money will also be used to replace nine two-way radios, a mobile base unit, and paving the Northern <br />Orange Park n' Ride lot. <br />Commissioner Brown made reference to an item on the consent agenda that includes the <br />Orange County Transportation Priority List and said that it has an item for a Park n' Ride lot in the <br />Economic Development District at Buckhorn. She asked about the difference between these two lots. <br />Jerry Passmore said that the two projects were different, but he was not sure about the <br />project at Buckhorn. <br />Commissioner Jacobs made reference to page seven and asked about Angels on Wheels <br />and Jerry Passmore said that this is a local, private, for-profit agency that operates a van to serve the <br />community. <br />Commissioner Jacobs said that he continues to have some concerns with the parking at the <br />Whitted Center and would like to see a plan for that building. <br />John Link said that a letter would be forthcoming on the parking at the Whiffed Center. <br />Commissioner Brown said that Chapel Hill is looking into solar buses and has received a <br />grant. <br />Jerry Passmore said that he could pursue a separate funding application for solar buses. <br />Commissioner Jacobs suggested asking the Innovation and Efficiency Committee to look at <br />how the County does business from an environmental perspective, and said that this would certainly <br />include recommendations about the motor pool. <br />No comments were received from the public. <br />A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to close <br />the public hearing and approve the submission of the FY 2000-2001 application for NCDOT Community
