4. The Department on Aging has also received additional funds totaling $37,632 from Triangle J <br />Area Agency on Aging and $19,000 from United Way funds to be used for programs in the <br />Wellness . Project. This project develops comprehensive and coordinated County health <br />promotion and disease prevention programs for senior citizens through a partnership of public <br />agencies, University Health Affairs, and private groups. This budget amendment provides for the <br />receipt of these additional funds. (See Attachment 2, Senior Citizen Health Promotion Program <br />Grant Project Ordinance). <br />Emergency Management <br />5. Orange County has received notification from the Department of Justice (DOJ) of receipt of grant <br />funds totaling $50,610 from the Department of Justice (DOJ) for the purchase of equipment to <br />help protect public safety personnel from terrorism. These are 100% federal funds, and require <br />no matching funds from the County. These funds will be used to outfit all Sheriff and Police <br />Cars, Fire Trucks, both town and volunteer departments, EMS units and the Health Department <br />with gas masks rated to protect personnel from chemical and biological attacks, as well as <br />industrial chemical accidents. This budget amendment provides for the receipt of these grant <br />funds. (See Attachment 1, column #5). <br />6. At its February 4, 2003 meeting, the Board of County Commissioners approved the purchase of <br />nine (9) workstations as well as upgrading the Computer Aided Dispatch (CAD) system used in <br />the 9 -1 -1 Center and the Sheriff's Office. This budget amendment provides for the transfer of <br />funds totaling $83,685 from the Emergency Telephone System Fund's fund balance to the <br />Emergency Telephone System's operating fund to purchase these workstation upgrades. (See <br />Attachment 1, column #6). <br />Non - Departmental <br />7. At its February 4, 2003 meeting, the Board of County Commissioners approved a memorandum <br />of agreement with the Orange County Dispute Settlement Center to plan and conduct focus <br />groups for soliciting input on the operation of the Orange County Animal Shelter. The <br />consultation costs for the focus groups /enhanced public input assessment is $7,000. In addition, <br />approximately $1,000 is needed to cover the cost of supplies and other expenses associated <br />with the focus groups. The Board approved the appropriation of $8,000 from the Commissioners <br />Contingency account to cover the total projected cost of the assessment. This budget <br />amendment provides for this appropriation. With this appropriation, budgeted funds totaling <br />$42,000 remain in this contingency account. (See Attachment, column #7). <br />8. At its January 21, . 2003 meeting, the Board of County Commissioners approved the <br />appropriation of $61,735 from the Human Services Safety Net reserve account to the <br />Department of Social Services for families in need of Emergency Assistance services. This <br />budget amendment provides for this appropriation from the Human Services Safety Net reserve <br />account. With this appropriation, budgeted funds totaling $238,265 remain in this reserve <br />account. (See Attachment 1, column #8). <br />Human Rights and Relations <br />9. At its February 4, 2003 meeting, -the Board of County Commissioners accepted grant funds <br />totaling $1,500 from the North Carolina Martin Luther King, Jr. Commission on behalf of the <br />Orange County Human Relations Commission and the Department of Human Rights and <br />Relations.
