6 <br /> 1 David Stancil clarified that the "Appropriate intensity of use for the area" was to look at <br /> 2 the level of intensity to determine if the neighborhoods around the park would be impacted from <br /> 3 that type of use and intensity. The other criterion is to determine if the land is suitable. <br /> 4 Chair Gordon said that the criteria should say, "Appropriate intensity of use for the <br /> 5 surrounding area." <br /> 6 This item will be on consent agenda on December 7`h <br /> 7 A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to <br /> 8 adopt the Parkland Acquisition Criteria as revised and to agree to use this to evaluate parkland <br /> 9 proposals on an interim basis until the Lands Legacy program is adopted. <br /> 10 VOTE: UNANIMOUS <br /> 11 John Link will send out both items to the Commissioners before the next meeting to be <br /> 12 sure that everything is included. <br /> 13 <br /> 14 4. AFFORDABLE HOUSING BOND PROJECTS <br /> 15 Housing and Community Development Director Tara Fikes said that in April of 1998 the <br /> 16 Board of County Commissioners appointed a Housing Bond Policy Task Force whose charge <br /> 17 was to develop policies that would govern how bond monies are expended in the future. The <br /> 18 Board approved the policy on December 15, 1998. She made reference to page six of the <br /> 19 agenda abstract that lists the members of the committee that would review the projects. At this <br /> 20 time, the Housing Bond Policy task force proposes eight projects to be funded by the housing <br /> 21 bond issue. <br /> 22 Commissioner Brown made reference to a request she made for a long-term affordability <br /> 23 policy. Geoffrey Gledhill said that this would be on the December 7`h agenda for Board <br /> 24 consideration. <br /> 25 Commissioner Brown asked about the land trust money that was received a few weeks <br /> 26 ago that could have a very interesting effect on some of the applications. She is not interested <br /> 27 in approving or disapproving any of the projects tonight. She would like to look at the <br /> 28 applications through the long-term affordability policy and the land trust money. <br /> 29 Commissioner Jacobs made reference to the Fair Housing Plan that was open for public <br /> 30 comment and asked if that will come back to the Board for approval. He would like to see the <br /> 31 criteria for evaluation and how each project came out in the scoring. <br /> 32 Commissioner Carey asked which two projects were unsuccessful and why. <br /> 33 Commissioner Jacobs made reference to the criteria on page 4 (the Bonus under the <br /> 34 Design criteria), and asked if he was to understand that the criterion about meeting the <br /> 35 accessibility needs of persons with disabilities is above and beyond what is usually required and <br /> 36 Tara Fikes said yes. <br /> 37 The Board asked for these answers to be brought back as soon as possible, either <br /> 38 December 7`h or January 18`h <br /> 39 Commissioner Brown asked for Tara Fikes to also come back with an overview of what <br /> 40 these projects are going to add to the market for each entity. <br /> 41 It was decided by consensus that deadlines would be noted on the agenda for <br /> 42 December 7`h <br /> 43 <br /> 44 5. BOARDS AND COMMISSIONS PROCEDURES <br /> 45 Commissioner Brown made reference to page three, number four, and asked if there <br /> 46 should be a separate section for reappointments. <br /> 47 Beverly Blythe said that the attendance for the Boards and Commissions is not kept <br /> 48 regularly. Once this is approved, she will be sure that the Board will be provided with this <br /> 49 attendance information. <br /> 50 Commissioner Brown made reference to number six on page four, and added, "If an <br /> 51 unexpired term is more than 2 years, it shall be considered a full term." She was confused <br /> 52 about appointments for unexpired terms and said that someone could be appointed early on <br /> 53 and basically serve three terms. <br />
