4 <br /> 1 Commissioner Brown said that she would be in favor of rezoning the entire tract <br /> 2 and the County Commissioners agreed with this process. <br /> 3 John Link feels it important that the County Commissioners indicate the date they <br /> 4 will specify the 60 acres, which looks like March 1t. <br /> 5 Commissioner Jacobs suggested having the staff recommendation and survey <br /> 6 results ready for the public hearing. He would like to make a clear statement to the other <br /> 7 jurisdictions about what the Board is doing in deciding which 60 acres. <br /> 8 Chair Gordon said that the survey would probably have to be finished by <br /> 9 February 14`h to get the report out in time. She thinks there would have to be some kind of <br /> 10 research to figure out if the Duke Power easement would be a hindrance to the railroad access. <br /> 11 Craig Benedict made reference to the buffer and said that if the 100-foot buffer is <br /> 12 already allowed in the Town of Chapel Hill zoning regulations, the rezoning could easily be <br /> 13 done. However, if Chapel Hill's zoning regulations do not allow for a 200-foot buffer, the <br /> 14 process will be delayed until the Town of Chapel Hill amends their ordinance. <br /> 15 Chair Gordon summarized the above discussion. She said that the buffer would <br /> 16 be reduced from 200 feet to 100 feet if it is not problematic. She suggested writing a letter to <br /> 17 Chapel Hill and Carrboro explaining that the Board of Commissioners wants to designate the <br /> 18 169 acres of the Greene Tract to allow for more flexibility and then to back off to 60 acres. <br /> 19 Commissioner Carey said that he would rather adjust the line of the 60 acres <br /> 20 than have the process drawn out over the buffer. <br /> 21 Chair Gordon said that the staff could find out from Chapel Hill about reducing <br /> 22 the buffer before the next meeting on December 7`h <br /> 23 Commissioner Jacobs said that there should be a deadline in the letter that could <br /> 24 be a Chapel Hill deadline. <br /> 25 John Link said that the letter would give a clear indication to Chapel Hill on when <br /> 26 Orange County will begin their internal process on the 60 acres. <br /> 27 Commissioner Carey feels that the Board should set a finite time where a <br /> 28 decision would be made. <br /> 29 A motion was made by Commissioner Carey, seconded by Commissioner <br /> 30 Brown to write a letter to Chapel Hill and Carrboro stating that the Board is going to designate <br /> 31 the entire 169 acres of the Greene Tract for the public hearing but will decide on the 60 acres by <br /> 32 the time the Chapel Hill Town Council meets. <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 Commissioner Halkiotis arrived at 8:37 p.m. at this point of the meeting <br /> 36 2. SCHOOL/PARKS RESERVE UPDATE AND LOCATION OPPORTUNITIES <br /> 37 Environment and Resource Conservation Director David Stancil presented this item. He <br /> 38 said that the attachment is a copy of the recommendation that the committee, commissioned by <br /> 39 the County Commissioners in May, approved. The attachment provides some annotation with <br /> 40 staff comments on a few areas that have changed since those recommendations were made. <br /> 41 These areas fall into three categories as follows: 1) considerations regarding the Northern <br /> 42 Orange Elementary School and Smith Middle School changed somewhat; 2) the fund for the <br /> 43 disposition of future allocations has changed; and 3) the Schools and Land Use Councils have <br /> 44 been working on a memorandum of agreement about co-location of school park facilities. There <br /> 45 is also interest in looking at ways to identify future school sites in the comprehensive plan using <br /> 46 that effort. <br /> 47 Chair Gordon explained the attachment that was written by she and Commissioner <br /> 48 Jacobs. She said that it differs from what the staff did because the staff simply annotated the <br /> 49 report, but she and Commissioner Jacobs thought it would be better to adopt it. If it is adopted, <br /> 50 then there will be things that are superceded by events, so the memo is based on the staff <br /> 51 annotations so the Board would not be adopting anything that had already been acted upon. <br /> 52 Commissioner Carey asked about phase one of the project. <br /> 53 John Link explained the project with the Town of Carrboro identified as item "E" in the <br /> 54 abstract. <br />
