Gordon and Commissioners <br /> 13 Margaret W. Brown, Moses Carey, Jr., Stephen H. Halkiotis (arrived at 8:37), and Barry Jacobs <br /> 14 COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br /> 15 COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br /> 16 Managers Rod Visser and Albert Kittrell, and Clerk to the Board Beverly A. ALL RECORDINGS OF <br /> 21 THE MEETING WILL BE KEPT FOR 5 YEARS. <br /> 22 —— —– <br /> 23 OPENING COMMENTS <br /> 24 John Link made reference to two handouts. The first handout relates to the <br /> 25 School/Parks Reserve Update and Location Opportunities and the second handout is an <br /> 26 attempt by the staff to capture what the Board wanted to ask of the Boards and Commissions. <br /> 27 He would like to distribute the form to the Boards and Commissions via their staff members this <br /> 28 Wednesday, prior to Thanksgiving. <br /> 29 John Link said that he has been working with the City Manager of Mebane to set up a <br /> 30 joint meeting. Mebane has suggested that the County Commissioners consider a Monday or <br /> 31 Wednesday in January for this meeting. <br /> 32 <br /> 33 1. SOLID WASTE MATTERS –GREENE TRACT <br /> 34 1. Greene Tract Surveys <br /> 35 John Link outlined the process for addressing this topic. He would like to focus <br /> 36 on three areas: 1) looking at the survey efforts of the Greene Tract that the Board had asked to <br /> 37 be pursued; 2) looking at the proposed 200-foot buffer that was suggested by the Town of <br /> 38 Chapel Hill; and 3) looking at the timeframe for carrying out all of the activities in order to be <br /> 39 able to assume responsibility for solid waste management by the end of March. <br /> 40 Solid Waste Director Gayle Wilson said that the cultural and archeological survey <br /> 41 would locate and assess the probable significance and extent of any historical or archeological <br /> 42 significant local cultural resources. When the Board agrees to proceed with the surveys, he will <br /> 43 prepare a scope of work to acquire a competent firm to conduct the surveys. The biological <br /> 44 resources survey will identify endangered and threatened species or habitat to ensure that any <br /> 45 proposed or future development would not encroach on any of that type of habitat. Also, the <br /> 46 survey would include conducting a wetlands delineation and flood plain survey to identify and <br /> 47 protect wetlands containing significant aquatic life, and identify areas subject to flooding. Wilson <br /> 48 said that the schedule would be impacted significantly by how long it takes to conduct the <br /> 49 surveys and the weather in the winter months. He hopes to prepare an authorization to proceed <br /> 50 by December 17`h <br /> 51 Commissioner Brown asked about the cultural and archaeological survey and <br /> 52 how Gayle Wilson would go about finding someone to do this because there is an offer from <br /> 53 someone at the University to do the survey. <br />
