Chair Gordon suggested adding a bullet in the charge to say, "Explore opportunities for electronic <br />government and examine its impacts on County facilities." <br />Commissioner Jacobs wants to add another bullet about the environmental review of County <br />government that is mentioned in the County Commissioners' goals and objectives. He said that the <br />Innovation and Efficiency Committee would be a good group to initiate this issue and provide direction for the <br />future. For example, there are aspects of more energy efficient vehicles, looking at the entire fleet, the <br />cleaning products that are used, how the buildings are retrofitted in terms of energy efficiency, whether or not <br />hazardous materials are generated, and using only biodegradable materials. He said that this is a good <br />opportunity to look at ways in which the County government can set examples that others can follow. This <br />bullet will be, "Review of environmentally sensitive measures in County government." <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to approve <br />the charge, composition, and timeline of the Innovation and Efficiency Committee with the two additions as <br />stated above, and direct the Clerk to recruit applicants for subsequent appointments to the Committee. <br />VOTE: UNANIMOUS <br />e. Community College Task Force - Charge, Composition and Time Line <br />The Board considered a charge, the composition, and timeline of the Community College Task <br />Force. <br />John Link said that on October 5, 1999 the Board approved the creation of the task force to study <br />the feasibility of developing a satellite campus of Durham Technical Community College in Orange County. <br />The charge and timeline was done with the input of representatives from DTCC. <br />Commissioner Carey urged the Board to support this because a lot of the work has already been <br />done and a lot of information is already available to allow this group to move along quickly. <br />Commissioner Halkiotis and Commissioner Carey will serve on this group. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve the <br />charge, composition, and timeline for the Community College Task Force with Commissioner Halkiotis and <br />Commissioner Carey as the two County Commissioners serving on this Task Force. <br />VOTE: UNANIMOUS <br />f. Telecastina Countv Commissioners Meetinas and Cable Franchise Neaotiations Uodate <br />The Board considered broadcasting Board meetings on a tape-delay basis, and received an <br />update on franchise negotiations with Time Warner Cable. <br />Assistant County Manager Albert Kittrell said that for several months the County Cable Committee <br />has discussed telecasting County Commissioners' meetings. He introduced Michael Patrick, Chair of the <br />Cable TV Advisory Committee, to present the discussions that have been held with the Peoples Channel. He <br />also introduced Chick Kraulter, Director of Triangle J Council of Governments, who will give an update on <br />franchise negotiations with Time Warner. <br />Michael Patrick said that the Committee recommends that the Peoples Channel be contracted to <br />tape the Board of County Commissioners' meetings on a tape-delayed basis. This would involve bringing in <br />portable equipment and lights. The contemplated start date is sometime in February 2000. <br />Commissioner Carey said that he endorses this plan for the short-term. This will give the Board <br />the time needed to look at what should be done in Hillsborough to televise County Commissioner meetings. <br />Commissioner Jacobs asked what kind of tape delay is involved. He was told it would be the next <br />day. He said that he hopes that staff will work out the visual presentations so that people viewing the telecast <br />will know what the County Commissioners are talking about. Also, he said that there is talk about having a <br />public access phone number where people could call with questions, comments, or concerns and he <br />suggested putting that number on TV. <br />Chair Gordon questioned the lighting and was told that monitors would be provided so that people <br />could see what is going on. <br />Michael Patrick said that there would be the ability to zoom in on a map that is displayed on the <br />screen. <br />Chair Gordon expressed her concern about the first row of public seating being so far away from <br />the Commissioners. She suggested making this a future project. <br />John Link suggested that the Board request the Peoples Channel to do another trial run on <br />January 18, 2000.
