APPROVED 2/14/2000 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Regular Meeting <br />November 16, 1999 <br />The Orange County Board of Commissioners met in regular session on Tuesday, November 16, 1999 <br />at 7:30 p.m. in the Boardroom of the Southern Human Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners Moses Carey, <br />Jr., Stephen H. Halkiotis, and Barry Jacobs <br />COUNTY COMMISSIONER ABSENT: Margaret W. Brown <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell, and Clerk to the Board Beverly A. ALL RECORDINGS OF THE MEETING WILL BE KEPT FOR 5 <br />YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA -NONE <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Gordon stated that the matters on the printed agenda would be considered as the Board <br />addresses the items. <br />b. Matters not on the Printed Agenda <br />Perry Miller who lives at Billabong Lane in Chapel Hill said that he is one of the neighbors of the <br />landfill and is concerned about the Greene Tract. He said that the neighbors of the landfill wish to petition the <br />Board of County Commissioners. He read the petition as follows: "We request an assessment by the Orange <br />County Department of Environment and Resource Conservation on the role of the Greene Tract and green <br />space and wildlife planning in Orange County." <br />PUBLIC CHARGE <br />Chair Alice M. Gordon dispensed with the reading of the public charge. <br />3. BOARD COMMENTS <br />Commissioner Halkiotis said that he is really dismayed that the Board was not informed about the <br />groundbreaking for Smith Middle School in Chapel Hill earlier because he would have liked to attend. He <br />would like the Manager to take his concern to the meeting with the Superintendent about this late notification. <br />Commissioner Halkiotis commented about the lavender sheet on tracking the various followup items <br />and said that this is what he wants for tracking. He thanked the Manager and his staff for providing this <br />information to the Board of County Commissioners. <br />Commissioner Jacobs agreed with Commissioner Halkiotis about the groundbreaking tomorrow and not <br />knowing about it earlier. He has a previous commitment and will not be able to attend. <br />Commissioner Jacobs said, in reference to the comments about the Greene Tract by Perry Miller, that <br />the Board plans to do an environmental assessment and an archeological assessment of the Greene Tract. <br />Commissioner Jacobs said that last Thursday evening there was a joint meeting of the Agricultural <br />Board and the Economic Development Commission and they agreed on working together to try and explore <br />the possibility of identifying and creating local markets for Orange County agricultural products. He went to a <br />conference in High Point on sustainable agriculture and it seems that in a large part of the country the notion
