The rate of these infections needs to be decreased. Another area is <br /> low birth weight babies. This rate is not particularly out of the limit, it is higher than the national <br /> benchmark. The third area is obesity prevention in children. <br /> Commissioner Jacobs made reference to the 24% of people who are uninsured and <br /> asked how UNC students are categorized. Rosemary Summers said that she does not know <br /> how they are categorized in this survey, but it is now a requirement for all students to have <br /> insurance. <br /> Commissioner Jacobs said that it would be considerably higher if UNC students were <br /> disaggregated. <br /> Rosemary Summers said that there are a high number of small businesses in Orange <br /> County and sometimes it is difficult for these businesses to provide insurance. <br /> Commissioner Jacobs said that the Health Department provides services and <br /> Rosemary Summers said that it is primarily for women and children. <br /> Rosemary Summers said that the growing movement of community gardening will <br /> make more access to healthy foods. <br /> c. NCACC Outstandinq County Proqram Award for Oranqe County's <br /> Community Spay/Neuter Proqram <br /> The Board and the Animal Services and Social Services Departments received a 2010 <br /> Outstanding County Program Award from the North Carolina Association of County <br /> Commissioners for the County's Community Spay/Neuter Program as part of the celebration of <br /> National County Government Month. <br /> Animal Services Director Bob Marotto introduced Lisa Nolan, Outreach Coordinator with <br /> the NCACC, who presented the award for the County's spayed and neuter program. <br /> Lisa Nolan gave background on the award. She said that Orange County's program <br /> was one of three winners in the Human Services category. She presented the award to Bob <br /> Marotto and Nancy Coston. <br /> d. Resolution Reqardinq Planned Uses of Revenues from a Potential One- <br /> Quarter Cent (1/4�) County Sales and Use Tax <br /> The Board considered approving a resolution outlining the intentions of the Orange <br /> County Board of Commissioners regarding the use of the proceeds from a One-Quarter Cent <br /> (1/4¢) County Sales and Use Tax, if approved by voters on November 8, 2011 and authorizing <br /> the Chair to sign. <br />
