Board Comments <br /> Commissioner McKee said that he is concerned about considering a land purchase for <br /> a future southwest branch library before they have a discussion on the level of support for the <br /> main library and before there is a discussion on the support given to the Town of Chapel Hill <br /> library. <br /> Commissioner Foushee — none. <br /> Commissioner Hemminger said that there are a lot of water issues coming up. Also, <br /> regarding the Home Trust, Orange County is the only entity that has not endorsed increasing <br /> the income level for the Community Home Trust. She would like to discuss this item as soon <br /> as possible. <br /> Commissioner Yuhasz said that an interim health director has been identified and the <br /> contract is being negotiated currently. Also, recent State legislation has required that local <br /> management entities for mental health are going to be required to merge if their service area is <br /> less than 300,000, which is what OPC is. The director is currently negotiating with another <br /> LME for that merger. The Board will be required to signal the intent to approve the merger and <br /> dissolve OPC. The local LME's were given until May 20th of this year to either find a merger <br /> partner or have one assigned to them. <br /> Commissioner Jacobs said that it would be useful information for elected officials and <br /> the General Assembly as to the fiscal impact of having a 15% cut at UNC. The Chancellor is <br /> talking about cutting positions and cutting programs. This is the County's largest employer. <br /> Commissioner Jacobs made reference to the southwest library branch and said that <br /> he would like to see the Board get the information that was presented to Carrboro because he <br /> has not seen it. <br /> He said that there was a nice opening event at Fairview Park. He said that there is no <br /> sign on US 70 that indicates that the park is there. Frank Clifton said that there is a sign there, <br /> but it is not very big. Commissioner Jacobs asked to make a bigger sign if possible. <br /> Commissioner Gordon said that the Transportation Advisory Committee discussed the <br /> Triangle Regional Transit Program. Karen Lincoln will be making a short report on the meeting <br /> in the near future. She also reported on the Bus-On-Shoulders project for I-40. <br /> Commissioner Gordon said that the Intergovernmental Parks Work Group met <br /> recently, and discussed recreation programming and other issues. <br /> Commissioner Yuhasz said that he understands that the Town of Hillsborough is <br /> moving forward with the wayfinding signage. <br /> John Roberts made reference to the southwest library and the promises made to Carrboro and <br /> said that Carrboro's officials were told that staff there did not have the authority to agree to <br /> meet conditions or to make specific promises, because the Board of County Commissioners <br /> would have to agree to any specific conditions. They were told to avoid a repeat of past <br /> problems and no promises were made, but only to commit to work with the Town to address <br /> the Town's concerns. <br />
